September 8, 2020 <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL CARES ACT FUNDING IN THE AMOUNT <br />OF $8,235,862 FROM THE COMMONWEALTH OF VIRGINIA AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2021 GRANTS FUND FOR USE BY THE CITY IN <br />ACCORDANCE WITH THE ACT.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 201 - Adoption of an ordinance to accepting the amount of $30,000 from the <br />Chesapeake Bay Trust for its Green Streets, Green Jobs, Green Towns Grant <br />Program and appropriating the said amount in the FY2021 Stormwater CIP Fund. <br /> <br />Background: <br /> <br /> The Chesapeake Bay Trust (the Trust) Green Streets, Green Jobs, Green Towns <br />(G3) Award Program provides funding to help communities develop and implement plans <br />that reduce stormwater runoff, increase the number and amount of green spaces in urban <br />areas, improve the health of local streams and the Chesapeake Bay, and enhance quality <br />of life and community livability <br /> <br /> The City of Portsmouth is required to implement water quality projects as part of <br />the permit for its municipal separate storm sewer system (MS4). <br /> <br /> The Stormwater CIP, specifically VPDES Permit Compliance, provides funds to <br />address MS4 permit related requirements. <br /> <br />Discussion: <br /> <br /> <br /> The City of Portsmouth Downtown Stormwater Park will replace the existing Civic <br />Center surface parking lot. It will serve to improve water quality, reduce runoff volume, <br />and enhance public space to compliment future redevelopment. <br /> <br /> The Stormwater Park is part of a broader effort referred to as the Crawford <br />Gateway Revitalization Strategy, which aims to provide access to the City’s waterfront <br />and reinvigorate economic development downtown with public and private investment. <br /> <br /> The City of Portsmouth submitted a successful application to the Trust to obtain <br />funding towards the final project design stage. <br /> <br />Financial Impact: <br /> <br /> <br /> The G3 grant award is $30,000. <br /> <br /> There is no local match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget actions. <br /> <br />Motion by Mr. Battle, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GREEN STREETS, GREEN JOBS, GREEN TOWNS <br />(G3) GRANT IN THE AMOUNT OF $30,000 FROM THE CHESAPEAKE BAY TRUST <br />AND APPROPRIATING SAID AMOUNT IN THE VPDES PERMIT COMPLIANCE LINE <br />ITEM OF THE STORMWATER CATEGORY OF THE FY 2021 CAPITAL <br />IMPROVEMENT FUND FOR THE DEVELOPMENT OF THE DOWNTOWN <br />STORMWATER PARK.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 202 - Adoption of an ordinance to accepting the amount of $1,622,852.08 from <br />the USDA for the Non-Congregate Grab-N-Go Summer Food Service Program <br />Grant, and appropriating the said amount into the FY 2021 Grants Fund for use by <br />the Department of Parks, Recreation, and Tourism. <br /> <br /> <br /> <br /> <br />
