September 8, 2020 <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Clark, to concur with the <br />recommendation of the Planning Commission that Z-20-02 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />(d) CA-20-01 CITY - The City of Portsmouth is proposing to amend City Code Ch. <br />40.1 Zoning Ordinance to add “casino gaming establishment” to Sec. <br />40.1-8.3 Definitions, to modify Table 40.1-4.1(A) Use Table to permit <br />a “casino gaming establishment” by Use Permit, and to establish a <br />new Sec. 40.1-3.7 (D) Entertainment Overlay District to authorize the <br />creation of an entertainment overlay district. <br /> <br />1. Bob Baldwin, Deputy City Manager, presented this application. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141,asked that this item be deferred until after <br />the vote on the referendum in November. <br /> <br /> Motion by Mr. Clark, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that CA-20-01 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />20 - 199 - Adoption of an ordinance accepting$185,555.52 of Community <br />Development Block Grant Program Income and appropriating said amounts in the <br />FY 2021 Community Planning and Development Program Fund. <br /> <br />Background: <br /> <br /> There is the need to add FY 2021 Program Income in the amount of $185,555.52 <br />to the appropriation for the Community Planning and Development Program. The <br />program income was generated by the sale of land. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the FY 21 Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery <br /> <br />Recommended Action <br />: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> Councilman Glover asked for a briefing on the process for distributing CARES ACT <br /> <br />Funds and what departments received funds. <br /> <br /> Vice Mayor Lucas-Burke asked that Interim City Manager Pace look into providing a <br /> <br />“Thank you” bonus to essential employees. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
