September 8, 2020 Motion by Mr. Moody, and seconded by Mr. Clark, to concur with the recommendation of the Planning Commission that Z-20-02 be approved on first reading, and was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None (d) CA-20-01 CITY - The City of Portsmouth is proposing to amend City Code Ch. 40.1 Zoning Ordinance to add “casino gaming establishment” to Sec. 40.1-8.3 Definitions, to modify Table 40.1-4.1(A) Use Table to permit a “casino gaming establishment” by Use Permit, and to establish a new Sec. 40.1-3.7 (D) Entertainment Overlay District to authorize the creation of an entertainment overlay district. 1. Bob Baldwin, Deputy City Manager, presented this application. 2. Mark Geduldig-Yatrofsky, P. O. Box 50141,asked that this item be deferred until after the vote on the referendum in November. Motion by Mr. Clark, and seconded by Mr. Moody, to concur with the recommendation of the Planning Commission that CA-20-01 be approved on first reading, and was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - City Manager’s Report - 20 - 199 - Adoption of an ordinance accepting$185,555.52 of Community Development Block Grant Program Income and appropriating said amounts in the FY 2021 Community Planning and Development Program Fund. Background:  There is the need to add FY 2021 Program Income in the amount of $185,555.52 to the appropriation for the Community Planning and Development Program. The program income was generated by the sale of land. Discussion:  The program income funds will be included in the FY 21 Annual Action Plan.  The additional program income needs to be appropriated by City Council. Financial impact:  The funds will support activities in the existing Annual Action Plan and there will be no impact to service delivery Recommended Action :  Adoption of the ordinance. Next Steps Following Council Action:  The funds are approved and available upon authorization of the appropriation. Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: Councilman Glover asked for a briefing on the process for distributing CARES ACT  Funds and what departments received funds. Vice Mayor Lucas-Burke asked that Interim City Manager Pace look into providing a  “Thank you” bonus to essential employees.
