September 8, 2020 Background:  City Council appropriated $1,417,605 to the FY 2021 Textbook Fund Budget for the Portsmouth Public Schools (PPS) on May 12, 2020.  On August 13, 2020 the Portsmouth School Board adopted a Resolution requesting that City Council appropriate a preliminary amount totaling $627,178, of which $7,595 is encumbered but unexpended funds and $619,583 is unencumbered funds, from the FY 2020 PPS Textbook Fund Budget to the FY 2021 PPS Textbook Fund Budget. Discussion:  City Council Ordinance 2019-31 states “all unspent appropriations under this ordinance or any ordinance appropriating funds for the FY 2020 Portsmouth Public Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be deemed unspent appropriations that will require re-appropriations by the City Council.”  Re-appropriation Request of Encumbered Funds: PPS is requesting the re- appropriation of the preliminary amount of $7,595 related to the First College and Economic textbooks across the division.  Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the re-appropriation of the preliminary amount of $619,583 related to unspent funds to be used for the purchase of textbooks. Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Departments for the City and Schools will complete the necessary budget adjustments. 1.
