September 8, 2020 Discussion:  City Council Ordinance 2019-31 states “all unspent appropriations under this ordinance or any ordinance appropriating funds for the FY 2020 Portsmouth Public Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be deemed unspent appropriations that will require re-appropriations by the City Council.”  Re-appropriation Request of Encumbered Funds: PPS is requesting the re- appropriation of the preliminary amount of $1,429 related to Early Reading Intervention.  Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the re-appropriation of the preliminary amount of $429,179 related to unspent funds as of the end of the fiscal year. Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Departments for the City and Schools will complete the necessary budget adjustments. 1. Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF $430,608 FROM THE FY 2020 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGET TO THE FY 2021 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGET.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 211 - Adoption of an ordinance to re-appropriate unexpended funds in the amount of $627,178 from the FY 2020 Textbook Fund Budget for the Portsmouth Public Schools to the FY 2021 Textbook Fund Budget for the Portsmouth Public Schools.
