September 8, 2020 Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING $22,590.90 OF FEDERAL ASSET FORFEITURE FUNDS RECEIVED FROM THE UNITED STATES DRUG ENFORCEMENT ADMINISTRATION AND APPROPRIATING SAID AMOUNT IN THE FY 2021 SHERIFF’S ASSET FORFEITURE FUND FOR USE BY THE PORTSMOUTH SHERIFF’S OFFICE.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 209 - Adoption of an ordinance to accept $91,523.26 received via the Circuit and General District Courts and to appropriate said amount in the FY 2021 General Fund Budget for use by the Portsmouth Sheriff’s Office for items needed to support the Training Academy. Background:  The Portsmouth Sheriff's Office receives a fee from Circuit Court and General District Court for use by the Sheriff's Office Training Academy, pursuant to State Code Section 9.1-106. Discussion:  The funding allows the Sheriff's Office to purchase needed items to support the Sheriff's Office Training Academy. Also, these funds are used to pay the stormwater fees and other maintenance costs for the Sheriff’s Office Training Academy. Financial Impact:  There is no negative financial impact incurred by the City of Portsmouth. Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will complete the necessary budget adjustments. Background:  City Council appropriated $19,059,930 to the FY 2021 Grants Fund for the Portsmouth Public Schools (PPS) on May 12, 2020.  On August 13, 20120 the Portsmouth School Board adopted a Resolution requesting that City Council appropriate the preliminary amount totaling $430,608, of which $1,429 is encumbered but unexpended funds and $429,179 is unencumbered funds, from the FY 2020 PPS Grants Fund Budget to the FY 2021 PPS Grants Fund Budget.
