September 8, 2020 <br /> <br />Discussion: <br /> <br /> The Portsmouth Department of Fire, Rescue, and Emergency Services was <br />awarded a total of $57,992 under the LEMP. <br /> <br /> The program funds allow for the purchase of necessary equipment, supplies and <br />training in support of the Emergency Operations Center (EOC) during emergencies or <br />disasters. <br /> <br /> This funding source is essential in accomplishing the mission of protecting the City <br />and the residents of Portsmouth from natural and man-made disasters. <br /> <br /> The grant requires a match of $57,992, which will be satisfied through previously <br />budgeted funds for the salary of the Deputy Coordinator. <br /> <br />Financial impact: <br /> <br /> There is a dollar for dollar local match requirement. The match requirement is <br />already budgeted as part of the Department of Fire, Rescue and Emergency Services’ <br />FY 2021 budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Execution of the Grant Agreement by the City Manager <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustment. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING LOCAL EMERGENCY MANAGEMENT PROGRAM <br />GRANT FUNDS IN THE AMOUNT OF $57,992 FROM THE VIRGINIA DEPARTMENT <br />OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY <br />2021 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 208 - Adoption of an ordinance accepting $22,590.90 of Federal Asset Forfeiture <br />funds received from the United States Drug Enforcement Administration and <br />appropriating said amount in the FY 2021 Sheriff’s Asset Forfeiture Fund for use <br />by the Portsmouth Sheriff’s Office. <br /> <br />Background: <br /> <br /> The Portsmouth Sheriff's Office receives Federal Asset Forfeiture Funds from the <br /> <br />DEA. <br /> <br />Discussion: <br /> <br /> The funding allows the Sheriff's Office to purchase law enforcement equipment, <br />donate funds to the Drug Court, make improvements to the Jail, purchase computer <br />equipment, purchase anti-drug coloring books and crayons for school kids, and other <br /> <br />items necessary within the guidelines set forth in the Equitable Sharing Guide. <br /> <br />Financial Impact: <br /> <br /> <br />There is no negative financial impact incurred by the City of Portsmouth. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustment. <br /> <br /> <br /> The Sheriff or his designee will provide asset forfeiture management and oversight. <br /> <br /> <br /> <br /> <br /> <br /> <br />
