September 8, 2020 <br /> <br />20 - 206 - Adoption of an ordinance accepting Radiological Emergency <br />Preparedness Program funds in the amount of $700 from the Virginia Department <br />of Emergency Management and appropriating said amount into the FY 2021 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management recognizes the critical role of <br />emergency management at the local level. Strong local emergency management <br />programs keep the Commonwealth safer and allow all of us to respond and recover <br />effectively and efficiently when a radiological emergency or disaster occurs. <br /> <br /> The purpose of the Radiological Emergency Preparedness Program is to support <br />the activities of local emergency management agencies in establishing, maintaining, and <br />operating such emergency plans, programs, and capabilities to deal with nuclear <br />accidents as are required by the Nuclear Regulatory Commission and the Federal <br />Emergency Management Agency regarding nuclear power stations. <br /> <br />Discussion: <br /> <br /> On July 15, 2020, the Department of Fire, Rescue, and Emergency Services <br />received notification of an award totaling $700 from the Virginia Department of <br />Emergency Management to enhance the radiological emergency preparedness of the <br />city. <br /> <br /> This funding will be used to purchase and maintain equipment to enhance our <br />HAZMAT Team’s response capabilities to radiological incidents. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Completion of the Grant Agreement by the City Manager. <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> Continue maintaining the readiness of the HAZMAT units. <br /> <br />Motion by Mr. Clark, and seconded by Mr. Battle, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING RADIOLOGICAL EMERGENCY PREPAREDNESS <br />PROGRAM FUNDS IN THE AMOUNT OF $700 FROM THE VIRGINIA DEPARTMENT <br />OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT INTO THE <br />FY 2021 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 207 - Adoption of an ordinance accepting Local Emergency Management <br />Program grant funds in the amount of $57,992 from the Virginia Department of <br />Emergency Management and appropriating said amount in the FY 2021 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) awards localities <br />Local Emergency Management Program (“LEMP”) grant funding received from the U.S. <br />Department of Homeland Security’s Federal Emergency Management Agency. <br /> <br /> The program funding is to improve emergency and disaster preparation, response <br />and recovery. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
