July 16, 2020 <br /> <br />20 - 174 - Adoption of an ordinance accepting Dam Safety, Flood Prevention and <br />Protection grants in the total amount of $12,952.50 from the Department of <br />Conservation and Recreation and appropriating said amount to the FY 2021 Grants <br />Fund for use by the Department of Public Utilities. <br /> <br />Background: <br /> <br /> As part of its water operations, the Department of Public Utilities maintains several <br />dams, including at Speights Run, Lake Meade, Lake Cohoon and the Lake Kilby Water <br />Treatment Facility. <br /> <br />Discussion: <br /> <br /> The Department was awarded several grants by the Virginia Department of <br />Conservation and Recreation. <br /> <br /> The grant funds will be used for engineering inspections and emergency plan <br />development for the dams. <br /> <br /> <br />Financial impact: <br /> <br /> The grants require a dollar for dollar match, which will be paid from the existing <br />Department of Public Utilities budgetary authority. <br /> <br />Recommended Action: <br /> <br /> Adoption of ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budgetary adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING DAM SAFETY, FLOOD PREVENTION AND <br />PROTECTION GRANTS IN THE TOTAL AMOUNT OF $12,952.50 FROM THE <br />DEPARTMENT OF CONSERVATION AND RECREATION AND APPROPRIATING <br />SAID AMOUNT TO THE FY 2021 GRANTS FUND FOR USE BY THE DEPARTMENT <br />OF PUBLIC UTILITIES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 175 - Adoption of an ordinance accepting Virginia Building Code Academy <br />grant funding in the amount of $2,000 from the Department of Housing and <br />Community Development and appropriating said amount in the FY 2021 Grant Fund <br />for use by the Department of Permits and Inspections. <br /> <br />Background: <br /> <br /> Due to the Governor’s orders requiring social distancing and gathering limits, the <br />Virginia Building Code Academy is now providing certification and continuing education <br />classes online. Accordingly, the Department of Housing and Community Development is <br />making funding available for building departments to purchase equipment needed to <br />attend virtual certification training and continuing education classes. <br /> <br />Discussion: <br /> <br /> The Department of Permits and Inspections received notice that DHCD approved <br />a grant in the amount of $2,000 on June 15, 2020. <br /> <br /> Funds will be used to purchase laptops, headsets, tablets, webcams, or other <br />electronic equipment necessary to participate in remote training for Virginia-required <br />certification or continuing education. <br /> <br /> The grant funds are required to be spent by September 1, 2020, with proof of <br />expenditures received by DHCD by September 30, 2020. <br /> <br />Financial impact: <br /> <br /> This grant does not require a local cash match or in-kind services. <br /> <br /> <br /> <br /> <br /> <br />
