<br /> "Last fall, I met with Mr. C. A. Nash, Jr., District Engineer for the Virginia Department
<br />of Highways and Transportation, to discuss the status of several pending highway projects.
<br />During this meeting, I requested to view the State's plans for reconstruction of bulkheads as
<br />part of the Downtown Tunnel project.
<br />
<br /> During this meeting, I learned that it was not their plan to extend the bulkhead to allow
<br />for access from the seawall promenade to the marginal wharf and Southside. In addition, I was
<br />concerned with the appearance of the bulkhead from a water perspective in the rear of the City
<br />Hall building and garage. Because of these concerns, I requested that the State provide a cos
<br />estimate to design the improvements. Attached is a report from Mr. Nash responding to my
<br />request.

<br /> As you can see, Mr. Nash estimates nhat the project would cost $67,161 to design. I feel
<br />that it would be Ear-sighted for the City to take advantage of the State's offer to include
<br />any City modifications with the tunnel project. The public benefit to expand the promenade
<br />would be in keeping with past actions by City Council to provide the maximum access to the
<br />waterfront for Portsmouth citizens.

<br /> I recommend that the City Council appropriate $67,161 from the Capital Improvement Budget
<br />and authorize VDH8T to initiate design work."

<br /> On motion of ~rs. Lucas and seconded by Mr. Gray, the

<br /> "As you know, the fate of the Frank D. Lawrence Stadium has been considered by several
<br />City Councils over the last ten years. The current Capital Improvement Program authorizes the
<br />stadium to be demolished this year. However, before you make a decision, there are several
<br />alternatives which you should consider. Attached is a report which summarizes basic facts
<br />about the stadium and presents several alternatives, along with the associated cosns and the
<br />advantages of each alternative. Also attached is a resolution from the Portsmouth School Boar
<br />requesting the construction of two 8,000 seat stadiums to replace Frank G. Lawrence Stadium.
<br />
<br /> The Director of Economic Development has indicated that the current stadium site is a
<br />prime location for development of light industry, office buildings, retail establishments,
<br />or warehouses. On the other hand, the Director of Parks and Recreation has pointed out that
<br />demolition of the stadium would remove significant recreational open space from an area which
<br />already lacks oten space. The attached report presents all of these factors to aid you in
<br />your decmsmon.

<br /> As already stated, the School Board has recommended that two 8,000 seat stadiums be con-
<br />structed to facilitate the scheduling of high school football games. However, if the baseball
<br />portion of Lawrence Stadium were demolished and the football side were renovated, the schools
<br />could continue to use the stadium as they do now. Moreover, this action would preserve existi]
<br />open space near the center of the City. Therefore, I recommend that you authorize the dem61i-
<br />tion of the baseball portion of the stadium. I will continue to meet with the Superintendent
<br />and with City staff to develop plans and will include funds in the Capital Improvement Program
<br />for the renovation of the football portion ccf]the stadium.

<br /> The 1985-86 Capital Improvement Program authorizes $300,000 for demolition of the stadium
<br />Bids for demolition of the baseball stands were solicited and the results are as follows:
