<br />$1,037,716 from the Capital Improvement Fund and $549,284 from the Public Utility Capital
<br />Improvement Fund for the construction of public improvements for the River Pointe Phase I and
<br />Il, and award of contract.
<br />
<br /> The 1985-80 Capital Improvement Program includes funds for th9 construction of public
<br />improvements for the River Pointe site. This three phase project will provide utilities and
<br />site improvements to facilitate development of apartments, townhouses, a life care facility
<br />and an office park. The City will receive developable property and expanded tax base. Pro-
<br />jected employment is 2,000, with more than $115 million in private investment scheduled over
<br />a ten-year period.

<br /> Bids were received for Phases I and I1 on May 6, 1986. The bids received were competiti
<br />and inline with today's construction costs (see attachment). The total ~nticipated project c,
<br />(including contingencies, administration and inspection) is $1,587,000. The toal anticiapted

<br />I and II will be $549,284.00 and 100% of Phase III costs, which are estimated to be $95,500.00
<br />provided design modifications are not required by the Norfolk Southern Railway Company. Phase
<br />III will be advertised for bids in June contingent upon approval of encroachment permit.

<br /> The Director of Public Works recommends award of contracts to the low bidder for Phase I,
<br />Floyd B. Smith Contracting, and Phase III, Crowder Contracting, and appropriation of the
<br />necessary fUnds. I, therefore, recommend City Council's approval."
