<br /> 86-171 - Letter from the City Manager recommending adoption of an ordinance
<br />a new underground utility district along the South Street corridor.

<br /> "As you are aware, I have been working for the past several months with Mr. Junius H.
<br />Williams~ Jr., District Manager for Virginia Power, to determine the cost for converting the
<br />overhead utility lines to underground facilities along the South Street corridor. From dis-
<br />cussions with Mr. Williams and the City Attorney, City Council would be required to establish
<br />a new underground utility district in, order to accomplish this project (see attached map).
<br />According to the City Engineer, the City cost to relocate Virginia Power, Chesapeake & Potomac.
<br />and CATC above ground equipment to underground facilities would total approximately $360,000.
<br />
<br /> The City Attorney has prepared the attached ordinance for the creation of the underground
<br />utility district and I recommend your approval of the ordinance, as well as appropriation of
<br />$360,000 from the City's Capital Improvement Budget."

<br /> On motion of Mr. Beamer and seconded by Mr. Corprew, the following ordinance was adopted
<br />on first and final reading, and by the following vote:
<br />
<br /> "AN ORDINANCE TO AMEND THE CODE OE THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY
<br /> AMENDING ARTICLE II OF CHAPTER 28 THEREOF, PERTAINING TO UNDERGROUND WIRES."

<br />first reading, and was adopted by unanimous vote:

<br />City of Portsmouth to reflect status of parking meters and congested sidewalk

<br /> "Mr~ Milton Donn, representative of the merchants along the 600, 700 and 800 blocks of
<br />High Street, has recommended that the City remove parking meters in fron of their establishmenl
<br />As'you know, the Priority Action Plan calls for the removal of the meters once the streetscapes
<br />are in place.
<br />

<br /> According to the City's Traffic Engineer, there are 70 parking meters which generate on aA
<br />annual basis $21,400 @ 20¢ per hour. As you can see from my recent correspondence to Mr. Dorm
<br />I indicated that I could support his request if the merchants made a concerted effort to im-
<br />prove facades and the quality of their operations. /
<br /> The City Attorney has indicated that the City Code wDuld have to be modified to enact thi
<br />chan~e. It should be nOted that the section of Court Street from High to King is also exclude~
<br />since Trinity Church recently participated in the sidewalk 50/50 program. I recommend that f
<br />City Council adopt the attached ordinance."

<br /> Motion of Mrs. Lucas and seconded by Mr. Beamer, to adopt the ordinance on first and
<br />final reading.

<br /> Substitute motion of Mr. Gray, that the item not to be considered, died due to the lack
<br />of a seconded.

<br /> Substitute motion of Mr. Whitlow and seconded by Mr. Beamer, to amend the Code to remove
<br />parking meters on High Street, from Water to Washington Streets; west side of Court Street,
<br />from London Boulevard to County Street; west side of Water Street, from High to County~Streets
<br />and Chestnut Street, from South to High Streets; and the following ordinance was adopted on
<br />first and final reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY
<br />AMENDING SECTION 23-257 THEREOF, PERTAINING TO PARKING METER ZONES AND SECTION
<br />32519 THEREOF, PERTAINING TO STREETS AND SIDEWALKS."
