<br /> Portsmouth has got it together! We learn from our mistakes and we build upon them. It
<br />is the new dawn of the era of cooperation between ali parties involved with the growth of
<br />Portsmouth. In this light the Joint Waterfront Committee of Shea Terrce, West Park View, and
<br />Park View do recommend that you approve this plan under your consideration this evening. With
<br />this vote you will send a message that Portsmouth still has it together now and will continue
<br />to have it together in the future.'

<br /> Robert Dolsey, 500 North Street, representing the Downtown Merchants Association, stated
<br />that the Association went on record on April 8, 1986 endorsing the project and hoped that the
<br />project would be approved tonight.
<br />
<br /> Leslie R. French, III, 208 Glasgow Street, President of Portsmouth Federation of Civic
<br />Clubs, stated that the Federation of Civic Clubs reluctantly agreed on the proposed changes
<br />of the development plans, and requested that the D-1 Design Committee be expanded to include
<br />additional citizens-at-large. [See Exhibit 86-102 [b))

<br />developer could meet with the residents of Olde Towne to show them drawings of the changes
<br />proposed.

<br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, to suspend the rules for citizen to
<br />speak, and was adopted by unanimous vote.

<br /> Frank Willlamson, 2100 Wyoming Avenue, spoke in opposition of the development on the
<br />waterfront.

<br /> Onmotion of Mr. Whitlow and seconded by Mrs. Webb, to authorize the City Manager and
<br />City Attorney to finalize and execute a second amendment to the development agreement with
<br />Master Development Corporation for the Downtown Waterfront Site, and to approve~GHP 86-4
<br />for condominium to be located to the east of Water Street between london Boulevard and High
<br />
<br />Street on first reading, and was adopted by 6-1 (Nay-Lucas] vote.

<br />Letter from the City Manager recommending adoption of an ordinance to appropria ~
<br /> ~mprovements to school buildings.

<br /> "The Portsmouth School Board has requested appropriations of ~28.780 for m~scellaneous
<br />mmprovements to school Froperties. The attached list outlines the projects, schools and
<br />amounts being requested.
<br />
<br /> The current Capital Imprcvements Program (CIP) has sufficient funds allocated for mis-
<br />cellaneous school renovations for these projects.
<br />
<br /> I have spoken with the Superintendent and I concur with his recommendations. Therefore,
<br />Council's favorable consideration is requested."

<br /> On motion of Mr. Beamer and seconded by Mrs. Lucas, the following ordinance was approved
<br />on first reading, and was adopted by unanimous vote:

<br /> "The Director of the ~epartment of P~blic Utilities has received bids for installation
<br />of pumps for deep wells numbers ~ and S. As you recall, these wells were drilled in response
<br />to the 1982 drought which has severe impact on all regional water systems. The two wells wilI
<br />be on the City of Portsmouth's watershed located in Portsmouth. Mr. Spacet has indicated that
<br />installation of the wells and site work have been completed and the only outstanding item is
<br />the installation of p~mps, as well as mechanical and electrical equipment. The water from
<br />these wells will be used to supplement the City's lake-water, as well as the three existing
<br />wells during drought conditions.
<br />
<br /> The City's water plant is currently rated at 32 MGD. The two additional wells will pro-
<br />vide a reserve of 5 million gallsons a day during drought conditions. Current pumage is 17
<br />million gallons a day. According to Mr. Spacek, the lakes as of today's date, are at 95%
<br />capacity.
