<br />(d) CA 86-2 CODE AMENDMENT: A proposal to amend Chapter 40 of the City Code
<br /> pertaining to the establishment of a Commerce Park zoning district.
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Corprew, to concur with the recommendation of the
<br />Planning Commission, CA 86-2 to the amend Chapter 40 of the Code pertaining to the establish-
<br />ment of a Commerce Park zoning district, and was approved on first reading, and adopted by
<br />unanmmous vote.

<br />SOUTHStD~ NEIGHBORHOOD: Rezoning application of the
<br />Portsmouth Redevelopment and Housing Authority, the
<br />City of Portsmouth and Wright Memorial Church, owners,
<br />by Serald A. Burgess, Executive Director of the
<br />Portsmouth Industrial Development Authority, to rezone
<br />land generally bounded by Harrison and Wythe Streets o~
<br />the north, third Street on the east, Jefferson Street
<br />on the south, and Seventh Street on the west; from
<br />Industrial M-2, Commercial C-1 and 2, Residential R-60
<br />and R-7S to Commerce Park CP.
<br />
<br /> Minister R. Zaidi, 547- D Edwards Street, representing Southside Volunteer Drug Coalition
<br />spoke with concern for the residents of the area and inquired what type of industry would be
<br />locating in the area.
<br />
<br />Mr. Zaidi was informed that was not known at present.
<br />
<br /> On motion of Mrs. Webb and seconded by Mr. Corprew, to concur in the recommendation of
<br />the Planning Commission, Z 86-12 to rezone land bounded by Harrison and Wythe Streets on the
<br />north, Third Street on the east, Jefferson Street on the south, and Seventh Street on the west
<br />from Industrial M-2, Commercial C-1 and 2, Residential R-60 and R-75 to Commerce Park CP, and
<br />was approved on first reading, and adopted by unanxmous vote.

<br />FUND FOR THE PURCHASE AND INSTALLATION OF VALVES ON THE LOW PRESSURE
<br />TRANSMISSION MAINS."

<br />Developmenn Corporation contract purchaser, by Alan C. Jensen,
<br />President, for an 8-story, 65 unit condominium structure, a retail
<br />commercial structure of 1-2 stories, and a semi-attached parking
<br />facility structure located on the east side of Water Street between
<br />High Street and London Boulevard, deferred from the Public Hearing
<br />of April 8, 1986.
<br />
<br /> Alan C. Jensen, 218 Brooke Avenue, Norfolk, representing Master Development Corporatxon,
<br />requested an additional 10 minutes for his presentation.
<br />
<br /> Motion o£ Mrs. Webb and seconde~ by Mrs. Lucas, that Mr. Jenson be granted an additional
<br />10 minutes, and was adopted by unanimous vote.
<br />
<br />Mr. Jenson presented slides on the proposed project and referred to the changes being mad
<br />C. Donald Porter, 5803 Rivermill Circle, Chairman of Museum and Fine Arts Commission,
<br />presented the following motion, adopted by the Museum ~ Fine Arts Commission at its regularly
<br />scheduled meeting, may 27, 1986:
<br />
<br />"Having had the opportunity to review plans for development of the waterfront area of
<br />downtown Portsmouth, the Museum and Fine Arts Commission wishes to express its appreci-
<br />ation of the city's and the developer's sensitivity to concerns expressed by the
<br />Commission and to express its pleasure in the revisions made as acceptable."

<br />View, made the following presentation:

<br /> "It is regretable that a series of events has brought us together under these circumstan,
<br />There will be a winner, but I fear there can be a loser~th~ image of Portsmouth.. What must
<br />our ~mage be in those eyes that looks towards Portsmouth with their investment dollars. Do,
<br />they see a city government that involves it's citizens from the very begmnning of a project?
<br />Do, they see citxzens organizations as positive building blocks mn the foundation of Portsmou-
<br />No to both questions. But is this not the lesson that a growing postive spirit of unity, with
<br />our fair city, must learn.
