<br />followed by the Pledge of Allegiance to the Flag.

<br /> Motion of Mr. ]ray and seconded by Mr. Beamer, minutes of the called meeting of May 13,
<br />1986; minutes of the regular meeting of May 13, 1986, to be approved as received and was adopt(
<br />by unanimous vote.
<br />
<br /> Mayor Holley welcomed all visitors in attendance, and recognized Mr. Twine's Government
<br />Class of I. C. Norcom High School.
<br />
<br /> 86-162 Mayor Holley presented the "Key to the C t~ to Mrs. Terry Hughes, "Mrs. Virgini~
<br />1986".
<br />
<br />86-163 A Public Hearing was held on proposed expansion of Portsmouth Enterprise Zone.
<br />

<br />86-164 A Public Hearing was held on Portsmouth School Board appozntments.
<br />
<br /> Minister R. Zaidi, 547~D Edwards Street, representing Black Concerned Citizens, stated
<br />that the members of the School Board should be elected by the citizens-at-large.

<br />WESTHAVEN NEIGHBORHOOD: Use permit application of the
<br />Autumn Corporation, by Durwood A. Brown, Director of
<br />)perations, for expansion of a nursing home at 5610 Winches
<br />ter Drive.
<br />
<br /> D. A. Brown, Rocky Mount, N. C., Director of Operations, representing Autumn Corporation,
<br />spoke in support of the use permit and explained the expansion of the facility to 108 beds.*
<br />
<br /> Regina Artz, 4612 Wake Forest Road, RN, reFresenting Autumn Care Nursing Home, spoke
<br />in support of expansmon.
<br />
<br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, to suspend the rules for Mr. Brown to
<br />answer questions, and was adopted by unanimous vote.
<br />
<br /> Mr. Brown answered questions that were presented pertaining to the parking available
<br />in the area.
<br />
<br /> On motion of Mr. Whitlow and seconded by Mrs. Lucas, UP 86-3 for expansion of a nursing
<br />home at 3710 Winchester, was approved on first reading, and adopted by 6-1 (Nay-Gray) vote.

<br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, to withdraw the application, as requestec

<br />
<br />HATTONSVILLE NEIGHBORHOOD: Use permit application of
<br />Robert J. Eign Properties, by Joseph D. Jones, Regional
<br />Manager, for wholesale heating, air-conditioning and
<br />refrigeration products at the northwest corner of Elmhurst
<br />Lane and Garwood Avenue.
<br />
<br /> On monion of Mr. Beamer and seconded by Mrs. Webb, to concur with the recommendation of
<br />the Planning Commission, UP 86-5 for wholesale heating, air-conditioning and refrigeration
<br />products at the northwest ccrner of Elmhurst Land and Garwood Avenue, was approved on first
<br />reading, and was adopted by unanimous vote.
