June 9, 2020 <br /> <br />(b) UP-19-20 DOWNTOWN - Jeremy Mills, of ICS Home Investments, LLC, is <br />requesting a Use Permit for four (4) townhomes on 0.234 acres at a <br />density of 17 dwelling units per acre at 609 Columbia Street in the <br />Downtown (D1) zoning district and T4 sub-district. The property is <br />designated on the Future Land Use Map in the Build One Portsmouth <br />Comprehensive Plan as Mixed Use Downtown. The property is <br />owned by ICS Home Investments, LLC. Planning Commission <br />recommends approval with conditions. <br /> <br />1. Jeremy Mills, 3901 Garwood Avenue, presented the application. <br /> <br /> Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to concur with the <br />recommendation of the Planning Commission that UP-19-20 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />(c) UP-20-01 AIRLINE COMMERCIAL CORRIDOR - Mark Davis requests a Use <br />Permit for an outdoor kennel at 2880 B Airline Boulevard. The <br />property is zoned General Mixed Use, GMU, and is a part of the <br />Victory West shopping center. The property is further described as <br />Tax Map 577, Parcel 20. The Comprehensive Plan recommends <br />commercial development for the property. Planning Commission <br />recommends denial. <br /> <br />At the request of the applicant UP-20-01 was deferred to the June 23, 2020 City Council <br />meeting. <br /> <br />- City Manager’s Report - <br /> <br />20 - 145 - Adoption of an ordinance accepting an allocation of $38,410 from the <br />State Compensation Board Technology Trust Fund and appropriating said amount <br />into the FY 2020 Grants Fund for use by the Portsmouth Circuit Court Clerk’s Office <br />to fund technology maintenance and improvements. <br /> <br />Background: <br /> <br /> The Technology Trust Fund (TTF) is a $5.00 fee assessed by the Clerk of each <br />Circuit Court on each civil action, each instrument recorded in the deed books, and each <br />judgment docketed. The purpose of these funds is to develop and update individual land <br />record automation plans, implement automation plans to modernize land records, and <br />provide secure remote access. TTF may be used to obtain and update office automation <br />and information equipment including software and conversion services, preserve, <br />maintain, and enhance court records, and improve public access to court records. The <br />TTF is authorized by Virginia Code §17.1-279. <br /> <br /> These funds will be distributed monthly to the locality as the Clerk of Court collects <br />the fees associated with filing of civil cases and land records. <br /> <br />Discussion: <br /> <br /> The Clerk of Circuit Court utilizes these funds for the purposes stated in Virginia <br />Code <br />§17.1-279. <br /> <br /> The Clerk of Circuit Court has agreed to all the services and reports required by <br />this grant. <br /> <br />Financial impact: <br /> <br /> There is no local cash match required. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br />
