<br />At a Virtual Meeting of the City Council on Tuesday, June 9, 2020, there were
<br />present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Mayor Rowe made the following statement:
<br />
<br />
<br />“In accordance with Governor Ralph Northam’s Declaration of a State of
<br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the
<br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the
<br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this this
<br />th
<br />meeting of the Portsmouth City Council is being held by video conference on the 9 day
<br />of June, 2020 without a quorum present in the City Council Chamber in order to reduce
<br />the likely spread of the coronavirus. Each city council member is participating from their
<br />home and I am in the City Council Chamber. This meeting is being held in accordance
<br />with Portsmouth City Ordinance 2020-21.”

<br /> Mayor Rowe read a statement with regards to the death of George Floyd and asked
<br />
<br />for a moment of silence in remembrance of Mr. Floyd and his family.
<br />
<br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to approve the minutes
<br />of a Virtual Meeting of May 26, 2020, and was adopted by the following vote:

<br /> Portsmouth Broadband Authority - Mike Lockaby, Attorney, Guynn, Waddell, Carroll
<br />and Lockaby
<br /> Mayor Rowe asked that the discussion of broadband be placed the upcoming
<br />
<br />agenda.

<br />- Public Hearing -
<br />
<br />20 - 144 - Public hearing on rezoning and use permit applications:
<br />
<br />(a) Z-20-01 UPTOWN - Anthony Claud, of Claud’s Lawn Care, is requesting to
<br />rezone approximately 0.529 acres at 1525 County Street from D2
<br />Form Based Code (D2 FBC), the frontage is designated as Public
<br />Open Space, to Light Industrial (IL) for use as a storage yard. The
<br />property is designated on the Future Land Use Map in the Build One
<br />Portsmouth Comprehensive Plan as Mixed Residential. The
<br />property is owned by the Portsmouth Redevelopment and Housing
<br />Authority (PRHA). Planning Commission recommends denial.

<br /> Motion by Mr. Clark, and seconded by Mr. Battle, to approve Z-20-01 on first
<br />reading, and was adopted by the following vote:
