June 9, 2020 <br /> <br />Next Steps Following Council Action: <br /> <br /> Allocation of funds to the Grants Fund for use by the Circuit Court Clerk. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN ALLOCATION OF $38,410 FROM THE STATE <br />COMPENSATION BOARD TECHNOLOGY TRUST FUND AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2020 GRANTS FUND FOR USE BY THE PORTSMOUTH <br />CIRCUIT COURT CLERK’S OFFICE TO FUND TECHNOLOGY MAINTENANCE AND <br />IMPROVEMENTS.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 146 - Adoption of an ordinance accepting additional Children’s Mental Health <br />Block Grant funding in the amount of $25,690 from the Virginia Department of <br />Behavioral Health and Development Services and appropriating said amount in the <br />FY 2020 Behavioral Healthcare Services Fund. <br /> <br />Background: <br /> <br /> The Virginia Office of Child and Family Services has continued to review the <br />children’s block grant set-aside of the Mental Health Block Grant to determine if current <br />funding levels available to children with serious emotional disturbance (SED) across the <br />state were appropriate based on national best practices. During this review, the Office of <br />Child and Family Services acknowledged that an increase was needed to accommodate <br />the changing needs in Virginia’s child population. <br /> <br />Discussion: <br /> <br /> On April 30, 2020, PDBHS received a notice of award from the Office of Child and <br />Family Services for additional funding. This strategic approach will allow PDBHS the <br />opportunity to build upon strategies identified by the Portsmouth Poverty Study to improve <br />and expand access to services and support for children and adolescents with SED. <br /> <br /> These funds will be utilized to expand upon the children’s block grant set-aside of <br />the Mental Health Block Grant for children and adolescents with SED. <br /> <br /> The breakdown for the use of the funding granted to PDBHS is as follows: <br /> $20,000.00 will be allocated for providing the most effective research-based <br />o <br />strategies to expand services and supports available for children and adolescents with <br />SED. <br /> $2,845.00 will be allocated for Children’s Mobile Crisis. <br />o <br /> $2,845.00 will be allocated for youth in transition. <br />o <br /> <br />Financial Impact: <br /> <br /> <br />There is no local match required. <br /> <br />Recommended Action: <br /> <br /> <br />Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br />The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL CHILDREN’S MENTAL HEALTH BLOCK <br />GRANT FUNDING IN THE AMOUNT OF $25,690 FROM THE VIRGINIA DEPARTMENT <br />OF BEHAVIORAL HEALTH AND DEVELOPMENT SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2020 BEHAVIORAL HEALTHCARE SERVICES FUND.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br />
