April 28, 2020 <br /> <br /> <br /> The 2005 Amendments and Section 35-9 of the Portsmouth City Code require that <br />the city annually establish a personal property tax relief percentage such that the total <br />relief provided to qualifying taxpayers will exhaust the funds to be allocated to the locality <br /> <br />by the Commonwealth. <br /> <br />Discussion: <br /> <br /> With the assistance of the City Treasurer and the Commissioner of the Revenue, <br />a personal property tax relief percentage of 53% has been calculated as sufficient to <br />exhaust the state funds expected to be allocated to the city of Portsmouth for calendar <br /> <br />year 2020. <br /> <br />Financial Impact: <br /> <br /> <br /> Adoption of the 53% rate will have minimal impact on the City’s budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Application of the tax relief credit to personal property tax bills will be performed by <br /> <br />the City Treasurer’s Office upon adoption of this ordinance. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ESTABLISHING A PERSONAL PROPERTY TAX RELIEF <br />PERCENTAGE OF 53% FOR CALENDAR YEAR 2020 PERSONAL PROPERTY TAX <br />BILLS.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 115 - Adoption of an ordinance transferring $899,639 from completed <br />Portsmouth Public School Projects in the FY 2020 Capital Improvement Fund <br />Budget to ongoing and future Portsmouth Public School Projects in the FY 2020 <br />Capital Improvement Fund Budget. <br /> <br />Background: <br /> <br /> Residual funds remain on several completed Portsmouth Public School CIP <br />projects <br /> <br /> These funds are eligible for re-appropriation to ongoing and future school CIP <br />projects <br /> <br />Discussion: <br /> <br /> <br /> The following Portsmouth Public School CIP projects are complete: Westhaven <br />Elementary Roof Replacement, Brighton Elementary Roof Replacement, Woodrow <br />Wilson High School Roof Replacement, Mt. Hermon Elementary Roof and HVAC <br />Replacement, Woodrow Wilson High School PA System Replacement, and the James <br />Hurst Elementary/Churchland Primary and Intermediate School Classroom Renovations. <br /> <br /> Residual funds from these projects would facilitate other school CIP projects. <br /> <br /> The Churchland High School HVAC Replacement project is in phases (2b/2c). <br />Residual funds would provide for additional inspections as required and project <br />contingencies <br /> <br /> Portsmouth Public Schools have a number of CIP projects such as rehabilitation <br />of the tennis courts at IC Norcom and Churchland High Schools that have been requested <br />for the current school year. <br /> <br /> Staff will work with the Operations Division of the Portsmouth Public Schools to <br />prioritize and implement their CIP projects. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
