April 28, 2020 <br /> <br />Background: <br /> <br /> Annually the City of Portsmouth receives an allocation of Community Development <br />Block Grant (CDBG) program funds from the United States Department of Housing and <br /> <br />Urban Development (HUD). <br /> <br /> In FY 2015 the City allocated $251,690.22 of CDBG funds to replace the roof on <br /> <br />the administrative building at the Portsmouth Sportsplex. <br /> <br /> While the roof replacement was completed, the administrative building is not <br /> <br />currently being occupied for an eligible use under the CDBG program. <br /> <br /> By letter dated January 30, 2020, HUD advised that the activity should be canceled <br />under the CDBG program and that the program should be reimbursed from non-federal <br /> <br />funds. <br /> <br /> The City has identified $251,690.22 of non-federal funds in the Outdoor Recreation <br />Enhancement line item of the FY 2020 Capital Improvement Budget that is available for <br /> <br />use as the CDBG reimbursement. <br /> <br />Discussion: <br /> <br /> Upon repayment of the funds to the CDBG program, the funds are available to use <br />on a new CDBG eligible activity. The City plans to use the repaid funds to support the <br /> <br />redevelopment of the Mount Hermon Park and playground located at 901 Florida Ave. <br /> <br /> Because the City can use the repaid funds for this purpose through the CDBG <br />program, there is no net financial loss to the City from the repayment of funds. <br /> <br />Financial Impact: <br /> <br /> The transfer of $251,690.22 will reduce the Capital Budget. The funds will, <br /> <br />however, be returned to the City’s CDBG line of credit for use for CDBG eligible activities. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustment. <br /> <br /> Reimburse the City’s U.S. Treasury line-of-credit for $251,690.22 from the Capital <br />Improvement Fund. <br /> <br /> <br />1. Donna Sayegh, 3104 Garland Drive, commented in opposition to this item. <br /> <br />Motion by Mr. Glover, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TRANSFERRING $251,690.22 FROM THE OUTDOOR RECREATION <br />ENHANCEMENT LINE ITEM OF THE FY 2020 CAPITAL IMPROVEMENT FUND <br />BUDGET TO THE FY 2020 COMMUNITY PLANNING AND DEVELOPMENT <br />PROGRAM FUND FOR THE PURPOSE OF REIMBURSING CDBG FUNDS <br />PREVIOUSLY UTILIZED FOR THE PORTSMOUTH SPORTSPLEX ROOF <br />REPLACEMENT, AND FURTHER DEDICATING THE FUNDS SO TRANSFERRED <br />FOR USE IN CONNECTION WITH PARK AND PLAYGROUND IMPROVEMENTS IN <br />MOUNT HERMON.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 114 - Adoption of an ordinance establishing a Personal Property Tax Relief <br />Percentage of 53% for Calendar Year 2020 Personal Property Tax Bills. <br /> <br />Background: <br /> <br /> In accordance with the Virginia Personal Property Tax Relief Act (PPTRA), the city <br />is required to annually establish the personal property tax relief percentage to be applied <br /> <br />to qualified vehicles. <br /> <br /> The 2005 revisions to the Personal Property Tax Relief Act of 1988 (“the 2005 <br />Amendments”) modified the method of state reimbursement for personal property tax <br /> <br />relief from a variable percentage to a fixed sum of money payable to each locality. <br /> <br /> <br /> <br /> <br />
