Donna Sayegh, 3104 Garland Drive, commented in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TRANSFERRING $899,639 FROM COMPLETED PORTSMOUTH <br />PUBLIC SCHOOL PROJECTS IN THE FY 2020 CAPITAL IMPROVEMENT FUND <br />BUDGET TO ONGOING AND FUTURE PORTSMOUTH PUBLIC SCHOOL PROJECTS <br />IN THE FY 2020 CAPITAL IMPROVEMENT FUND BUDGET.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 116 - Adoption of an ordinance (1) accepting two Resiliency Grants in the total <br />amount of $162,487.50 from the Virginia Department of Emergency Management <br />and appropriating said funds in the FY 2020 Grants Fund and (2) transferring <br />$54,262.50 from the Storm Water Management Fund Balance to the FY 2020 Grants <br />Fund to serve as the local match for the Resiliency Grants. <br /> <br />Background: <br /> <br /> Each fiscal year the Virginia Department of Emergency Management provides an <br />opportunity for localities to apply for grants through FEMA. <br /> <br /> The City resiliency team applied for and received grants through this process in <br />FY 2018. <br /> <br />Discussion: <br /> <br /> <br /> The first grant provides $24,675 to update the Local Addendum to the Regional <br />Hazard Mitigation Plan. The update will focus on two mitigation strategies: <br /> <br /> Mitigation Action #4: Maps specific to Portsmouth will be developed from existing <br />VMASC survey data to identify the location/vulnerability of special needs populations for <br />mitigation, evacuation, response and recovery. <br /> <br /> Mitigation Action #16: Dialogs with other governmental and nongovernmental <br />agencies will be pursued to encourage and coordinate incorporation of mitigation <br />strategies into their projects and policies. <br /> <br /> The second grant provides $137,812.50 to focus on vulnerable infrastructure and <br />develop mitigation strategies. <br /> <br /> The grants require a local match in the combined amount of $54,262.50. <br /> <br /> The ordinance presented for Council consideration transfers money from the <br />Storm Water Fund Balance to the Grants Fund to serve as the local match. <br /> <br />Financial Impact: <br /> <br /> <br /> The City will receive $162,487.50 from the Virginia Department of Emergency <br />Management. <br /> <br /> The Storm Water Fund Balance will be reduced by $54,262.50. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br /> <br /> <br /> <br /> <br /> <br />
