<br /> 86-199 Letter from the City Manager recommending adoption of an ordinance to appropriat~
<br />$100,000 from the Capital Improvement Program for installation of sidewalks throughout the Cit~
<br />and award of confract.

<br /> "As you are aware, $100,000 is identified in the 1985 Capital Imprevement Program for
<br />installation of sidewalks within the City. Emphasis was to be placed on major thoroughfares,
<br />interstate underFasses, and miscellaneous repairs. This $100,000 was to be combined with the
<br />Department of Public Work's annual sidewalk replacement program ($100,000) for a total Froject
<br />budget of $200,000.
<br />
<br /> The City LBnginser developed a list of 30 projects which fulfill the crlterma established
<br />for this program. The work was bid last month with the bid opening held on May 30, 1986.
<br />Only one bid was received before the deadline and it was from Aldo Construction Corporation in
<br />the amount $252,510. This bid was 23% higher than the City Engineer had anticipated. The Cit>
<br />Engineer, in reviewing the contractor's bid, has negotiated the contract price to bring the
<br />cost within budget. As a result, it will be necessary to postpone several of the projects unt:
<br />
<br />1987. The City Engineer recommends approval of the negotiated contract
<br />S167,336.25. Attached is the proposed project list for 1986.

<br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the followmng ordinance was approved
<br />on first reading; award of contract to Aldo Construction Corporation, as recommended, and was
<br />adopted by unanimous vote:

<br />
<br />the City Manager recommending adoptmon of a resolution to appoint
<br />of a 2(' alley on the east side of Tyre Neck Road.

<br /> Leslie Thomas, Dolly M. Thomas, Harry C. Jordan, Reginald Black, Sr., Eleanor B. Harris,
<br />Ethel Smith, Rosetta Mann, John P. Yancy, and Alexander A. Densen have made application to
<br />close a portion of a 20' alley on the east side of Tyre Neck Road.
<br /> The attached resolution appoints viewers mn accordance with applicable State Law to view
<br />the portion of such street and to report to the Planning Commission if any inconvenience
<br />would result in said closing.
<br />
<br /> I, therefore, concur and recommend the adoption of the attached resolution."

<br /> "A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION O~ A 20' ALLEY ON
<br /> THE EAST SIDE OF TYRE NECK ROAD.

<br /> WHEREAS, Leslie Thomas, Dolly M. Thomas, Harry C. Jordan, Reginal Black, Sr., Eleanor B.
<br />Harris, Ethel Smith, Rosetta Mann, John P. Yancy and Alexander A. Denson have made applicatio~
<br />to vacate, close and discontinue the hereinafter described portion of certain 20' alley, and
<br />mt appearing that notice of application and requesn for the appointment of viewers was
<br />duly advertised as required by law.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />Richard D. Ottavio, Simon P. Arrington, Robert McCurdy, James P. McGehee and Raymond Tweed
<br />be appointed viewers and that Moses Gibson and Emmerson Smith be appointed alternate viewers
<br />in the event one of the preceding ~iewers fails to participate, said vmewers to view the
<br />hereinafter described portion of such alley and to report to this Council in writing wheather
<br />in their opinion any, and if any what, inconvenience would result in vacating and closing
<br />the following:

<br /> That certain 20 foot alleyway running in a generally east and west direction
<br /> dividing the block generally bounded b~ Tyre Neck Road on the east, Fawkes
<br /> Street on the north, Academy Avenue on the west, and Eric Street on the
<br /> South, in the City of Portsmouth, Virginia.
