<br />spoke concerning the changes and in support of the project.

<br /> Leslie R. French, III, 208 Glasgow Street, representing Portsmouth Federation of Civic
<br />Clubs stated they voted on June 9, 1986, in favor of the proposed project with the changes.

<br /> FrankWilliamson, 2100 Wyoming Avenue, opposed the development on the waterfront, and
<br />questioned parking plans for the development.

<br /> Motion of Mr. Beamer seconded by Mrs. Webb, that Mr. Williamson be granted an additional
<br />3 minutes, and was adopted by unanimous vote.

<br />PROJECT PURSUANT TO 840-55

<br />OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, SAID PROJECT CONSISTING
<br />OF APPROXIMATELY 65 RESIDENTIAl CONDOMINIUM UNITS TC BE LOCATED ON A PARCEL OF
<br />LAND TO THE EAST OF WATER STREET BETWEEN LONDON BOULEVARD AND HIGH STREET.
<br />
<br /> WHEREAS, Master Development Corporation has made application pursuant to $40-55 of the
<br />Code of the City of POrtsmouth, Virginia, 1973, as amended, for the granting and approval of
<br />a group housing project consisting of approximately sixty-five (65) residential condominium
<br />units on a parcel located no the east of Water Street between London Boulevard and High Street
<br />as shown on a plat showing Survey of Development Parcel 61-A through 61-H, Crawford Renewal
<br />Project VA. R-53, attached hereto and made a par~ herof, such group housing ~roject having
<br />been designated as GHP-86-4; and
<br />
<br /> WHEREAS, the application has been determined by the Planning Commission to have met the
<br />requirements of 845-55 of the Code of the City of Portsmouth, Virginia, 1973, as amended;
<br />and
<br />
<br /> WHEREAS, the Planning Commission had reviewed such application and site plan submitted
<br />therewith and has recommended a conditional approval of said application; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth h~ reviewed the proposed group housing
<br />project and revisions nhereto and site plans submitted with such revisions; and
<br />
<br /> WHEREAS, the developer has been informed that the approval of a group housing project
<br />pursuant to ~40-55 grants only an exemption from certain requirements for residences as
<br />stated in said section and does not constitute a waiver of any other requirement embodied in
<br />the Subdivision Ordinance, Zoning Ordinance, Code of the City of Portsmouth, Virginia, or any
<br />other applicable local, state or federal laws or regulations; and
<br />
<br /> WHEREAS, the developer is aware that building permits or any other required permit will
<br />be issued only upon compliance with the ordinances, laws, and regulations applicable thereto.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the certain
<br />group housing project designated as GHP-86-4 as revised and more specifically designated in
<br />correspondence from Master Development Corporation dated June 10, 1986 with enclosures and
<br />shown on plans filed on June 10, 1986 with the appropriate officials of the City of Portsmouth
<br />Virginia, such documentation and plans being made a part hereof, is hereby granted approval
<br />subject to the following terms and conditions:

<br /> 1. A Certificate of Compliance must be obtained from the Downtown D-1 Design Committee
<br />prior to the mssuance of a building permit.
<br />
<br /> 2. A standard site ~mprovement plan must be submitted to the Department of Engineering
<br />Technical Services for review and approval.
<br />
<br /> 3. The project shall be developed pursuan~ no the terms and conditions of a Development
<br />Agreement entered into by and between the City of Portsmouth, Portsmcuth Redevelopment g
<br />Housing Authority and Master Development Corporation dated August 13, 1985, and the First
<br />Amendment to said Development Agreement dated March i1, 1986 and the Second Amendment to said
<br />Development Agreement dated June 1986, such Development Agreement, as amended, being made
<br />a part hereof."
