February 11, 2020 <br /> <br />Background: <br /> <br /> By Resolution R-05-66 adopted on November 22, 2005, City Council authorized <br />the execution of an agreement to authorize Hampton Roads Transit to dock and berth its <br />ferry vessels in designated locations in the High Street Basin and the North Landing areas <br />for the purpose of providing ferry service. <br /> <br /> Its term technically expired in 2015, but the City and HRT have continued to <br /> <br />operate in accordance with the Agreement. <br /> <br /> HRT plans to make substantial improvements to the ferry dock areas and in order <br />for HRT to finance the repairs it is necessary and advisable for the City and HRT to <br />execute an amendment to the Agreement affirming that it remains in force and effect and <br /> <br />extending its term. <br /> <br />Discussion: <br /> <br /> The draft amendment to the Agreement grants HRT the right to use the ferry dock <br />areas in the High Street Basin and North Landing areas through 2035. <br /> <br /> The draft amendment also confirms that HRT will not use other areas of the High <br />Street Basin or North Landing for storage of ferries that are not being used to provide <br />public ferry service. <br /> <br />Financial Impact: <br /> <br /> None <br /> <br />Recommended Action: <br /> <br /> Adoption of the Resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> HRT will continue to operate public ferry service from the High Street Basin and North <br /> <br />Landing. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE AMENDMENT OF AN AGREEMENT WITH THE <br />TRANSPORTATION DISTRICT OF HAMPTON ROADS D/B/A HAMPTON ROADS <br />TRANSIT REGARDING THE USE OF THE HIGH STREET PIER AND THE NORTH <br />LANDING FOR PUBLIC FERRY SERVICE.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 62 - Adoption of a resolution authorizing the grant of a utility easement to the <br />Virginia Electric and Power Company having a width of 15 feet across certain <br />property located in the Holy Neck Borough of Suffolk. <br /> <br />Background: <br /> <br /> The City of Suffolk is undertaking a sewer pump station project and has requested <br />easements from the City of Portsmouth in connection with the project. <br /> <br /> By Resolution R-19-14 adopted on May 28, 2019, City Council authorized the grant <br />of an easement to the City of Suffolk for public utilities. <br /> <br /> Suffolk has also requested an additional 15’ easement for the benefit of Dominion <br />Virginia Power to provide electrical service to the pump station. <br /> <br /> The property to be subjected to the easement is located in the Holy Neck Borough <br />of Suffolk and is owned by Portsmouth for use in connection with its lakes and water <br />facilities. <br /> <br /> The grant of the easement will not have any negative impact on Portsmouth’s <br />water operations. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
