February 11, 2020 Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Departments for the City and Schools will complete the necessary budget adjustments. Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO MODIFY THE APPROPRIATION MADE BY ORDINANCE 2019-106 ADOPTED ON DECEMBER 10, 2019 BY REDUCING THE APPROPRIATION TO THE FY 2020 PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND BUDGET BY THE AMOUNT OF $101,543 IN ACCORDANCE WITH THE REQUEST OF THE PORTSMOUTH SCHOOL BOARD.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 59 - Adoption of an ordinance to (1) accept grant funding from the Virginia Department of Education in the amount of $255,652 and appropriate said sum in the FY 2020 Portsmouth Public Schools Grants Fund Budget; and (2) authorize the transfer of $42,410 from the FY 2020 Portsmouth Public Schools General Fund budget to the FY 2020 Portsmouth Public Schools Grants Fund budget to serve as the required local match for the said grant. Discussion:  On January 23, 2020, the Portsmouth School Board adopted a resolution requesting that City Council amend the FY 2020 Portsmouth Public Schools Grants Fund budget due to additional funding for the Title I Part A, Title I Part D, VPI License Teacher Incentive, Early Reading Initiative, STEM Team and STEM Teacher Recruitment, School Security Equipment, SOL Algebra Readiness, CTE, Virginia Preschool Initiative, and VPSA Educational Technology grants in the total amount of $255,652.  PPS is required to provide a local match of $42,410 for the said grants.
