<br />“ORDINANCE TO AMEND AND REORDAIN ARTICLE XVII OF CHAPTER 2 OF THE
<br />CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) REGARDING THE CLEAN
<br />COMMUNITY COMMISSION BY MODIFYING SECTION 2-803 TO REMOVE
<br />REFERENCES TO OBSOLETE STAFF POSITIONS.”

<br />20 - 58 - Adoption of an ordinance to modify the appropriation made by Ordinance
<br />2019-106 adopted on December 10, 2019 by reducing the appropriation to the FY
<br />2020 Portsmouth Public Schools General Fund Budget by the amount of $101,543
<br />in accordance with the request of the Portsmouth School Board.

<br />Background:
<br />
<br /> On October 10, 2019, the Portsmouth School Board adopted a resolution
<br />requesting that City Council amend the FY 2020 Portsmouth Public Schools (PPS)
<br />General Fund Budget by re-appropriating $237,202 of encumbered funds from its FY
<br />2019 PPS General Fund Budget.
<br />
<br /> On December 10, 2019, City Council adopted an ordinance re-appropriating the
<br />encumbered funds from the FY 2019 PPS General Fund to the FY 2020 PPS General
<br />Fund.
<br />
<br />Discussion:
<br />
<br /> On January 23, 2020, the Portsmouth School Board identified the need to revise
<br />the overall budget in the FY 2020 General Fund based on the financial reporting and
<br />external audit process.
<br />
<br /> The amount identified for the reduction is $101,543 due to the cancellation of
<br />purchase orders within the category functions of Instruction and Operation &
<br />Maintenance.
<br />
<br /> Reducing the FY 2020 PPS General Fund by the amount of $101,543 will ensure
<br />that the school division does not expend or commit to expending beyond the approved
<br />appropriation, and it will synchronize with the Portsmouth School Board’s financial system
<br />ledger.
<br />

<br />2020 PPS General Fund:
