February 11, 2020 <br /> <br /> <br /> Once Lineage has hit the VEDP targets for release of funds, the City will disburse <br />the VEDP funds to PPIC and then PPIC will disburse the VEDP funds and any applicable <br />PPIC match funds to Lineage. <br /> <br /> To qualify for release of 100% of the funds, Lineage must hit the targets described <br />above: $60 million investment and 60 new jobs with an average annual salary of $50,000. <br />If Lineage does not qualify for release of 100% of the VEDP funds, the amount for which <br />Lineage did not qualify will be returned by the City to VEDP. <br /> <br /> The ordinance proposed for City Council consideration takes the necessary first <br />step in the Development Opportunity Fund process by accepting the VEDP funds and <br />appropriating them to the City’s Grants Fund, where they will be held until Lineage <br />qualifies for release. <br /> <br />Financial Impact: <br /> <br /> Lineage’s investment of at least $60 million will increase the tax base and the <br />creation of 60 new jobs will provide income and opportunity for Portsmouth residents. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will hold the VEDP grant funds received from the state until such time as <br />release is authorized under the Development Opportunity Fund program. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING COMMONWEALTH DEVELOPMENT OPPORTUNITY <br />FUNDING IN THE AMOUNT OF $180,000 FROM THE VIRGINIA ECONOMIC <br />DEVELOPMENT PARTNERSHIP AUTHORITY AND APPROPRIATING SAID FUNDS <br />IN THE FY 2020 GRANTS FUND FOR DISTRIBUTION IN ACCORDANCE WITH <br />STATE GUIDELINES AND IN FURTHERANCE OF THE DEVELOPMENT OF THE <br />FORMER BASF SITE BY LINEAGE LOGISTICS.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 57 - Adoption of an ordinance to amend and reordain Article XVII of Chapter 2 <br />of the Code of the City of Portsmouth, Virginia (2006) regarding the Clean <br />Community Commission by modifying Section 2-803 to remove references to <br />obsolete staff positions. <br /> <br />Background: <br /> <br /> The Clean Community Commission consists of citizens appointed by City Council <br />for the purpose of enhancing community quality and livability through the promotion of <br />beautification programs such as volunteer community cleanup efforts. <br /> <br /> Section 2-803 of the current City Code provides that the “clean community <br />coordinator or other designee of community quality and planning services” shall be an ex <br /> <br />officio member of the Commission. <br /> <br /> <br /> The positions referenced in the Code are obsolete. <br /> <br />Discussion: <br /> <br /> The draft Code amendment presented for City Council consideration revises <br />Section 2-803 so that the ex officio member of the Clean Community Commission will <br />now be the director of the Department of Public Utilities or her designee. <br /> <br /> Under the current City departmental structure, the Public Utilities Director is <br />responsible for waste management and recycling activities. <br /> <br />Financial Impact: <br /> <br /> None <br /> <br /> <br /> <br /> <br />
