January 28, 2020 <br /> <br />Next Steps Following Council Action: <br /> <br /> <br />The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STEP-VA OUTPATIENT SUPPLEMENTAL NEEDS- <br />BASED FUNDING IN THE AMOUNT OF $152,895 FROM THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID FUNDS IN THE FY 2020 BEHAVIORAL HEALTHCARE <br />SERVICES FUND FOR USE BY THE DEPARTMENT OF BHS TO ASSIST WITH <br />OUTPATIENT SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 34 - Adoption of a resolution adopting the newly developed Continuity of <br />Operations Plan for the City of Portsmouth. <br /> <br />Background: <br /> <br /> Previous disasters have clearly demonstrated the need for viable continuity of <br />operations capabilities across the Commonwealth. The overall intent of a COOP is to <br />ensure that the City continues delivering its Mission Essential Functions throughout <br />adverse conditions, including the loss of a critical number of staff, primary facilities, <br />apparatus, or executive leadership. <br /> <br /> This COOP provides a flexible, scalable strategy to manage and recover from <br />events that cause direct, adverse effects to the city. The COOP is implemented once a <br /> <br />crisis has occurred and the response has shifted to a recovery phase of operations. <br /> <br />Discussion: <br /> <br /> The importance of this planning is that it enables the City to continue vital services, <br />exercise its civil authority, maintain the safety and well-being of the general populace, <br />and sustain the industrial and economic base in an emergency. <br /> <br /> The Emergency Operations Plan (EOP), 2019 Edition, works in concert with this <br />COOP. <br /> <br /> For security reasons, the full COOP will not be made publicly available; however, <br />a public presentation regarding the COOP will be made at a Council Work Session prior <br />to consideration of this Resolution for adoption. <br /> <br />Financial Impact: <br /> <br /> The adoption of the COOP does not impose immediate financial impact. However, <br />if a disaster or event were to occur, there would be a variety of financial impacts <br />depending on the scenario. The financial impact could be within the general fund or <br />emergency funds, and could be offset in whole or in part by a reimbursement from FEMA. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> Full implementation of the COOP as it relates to any recovery operations within <br /> <br />the city. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION ADOPTING THE NEWLY DEVELOPED CONTINUITY OF <br />OPERATIONS PLAN FOR THE CITY OF PORTSMOUTH. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
