January 28, 2020 <br /> <br />WHEREAS <br /> , previous disasters have demonstrated the clear need for viable <br />continuity of operations capabilities in Portsmouth and across the Commonwealth of <br />Virginia; and <br /> <br />WHEREAS, <br /> the Office of Emergency Management, with the support and <br />assistance of the City Manager’s office and numerous departments, has developed a <br />Continuity of Operations Plan (COOP) for adoption by City Council; and <br /> <br />WHEREAS, <br /> the purpose of the COOP is to enable the City to continue to provide <br />vital services, maintain the safety and well-being of the general populace, and sustain the <br />industrial and economic base of the City in an emergency situation; and <br /> <br />WHEREAS, <br /> the COOP is intended to work in concert with the City of Portsmouth <br />Emergency Operations Plan, which was approved by City Council by Resolution R-19-08 <br />adopted on March 26, 2019; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby adopts the City of Portsmouth Continuity of Operations Plan dated <br />December 2019.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 35 - Adoption of a motion to permit Officer Robert Hoel to adopt a Portsmouth <br />Police Department Canine dog, “Chico”, a Belgian Malinois. <br /> <br />Background: <br /> <br /> The K-9 Unit provides security and valuable public relations work to various events <br />and functions within the city. <br /> <br /> The Unit provides high visibility patrols throughout the City and assists with the <br />search for and apprehension of violent offenders. <br /> <br />Discussion: <br /> <br /> The PPD is retiring one working dog assigned to the K-9 Unit, a Belgian Malinois <br />named “Chico”. <br /> <br /> “Chico” is medically unfit due to his age for continued use by the K-9 Unit. <br /> <br /> Robert Hoel, a Portsmouth Police Department officer assigned to the K-9 Unit <br />and a resident of Norfolk, has agreed/requested to adopt the canine. <br /> <br /> The adopter agrees to abide by the Virginia Anti-Cruelty Laws, Animal Welfare <br />Laws 1992, and Code of Virginia §3.2-6570. <br /> <br />Financial Impact: <br /> <br /> <br />There are no costs to the City for this adoption. <br /> <br /> <br />The City will relinquish all responsibilities for the feeding, care, upkeep and <br />overall well-being, as well as any liability, related to this canine. <br /> <br />Recommended Action: <br /> <br /> Acceptance of the motion. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Psimas, permitting Officer Robert Hoel <br />to adopt a Portsmouth Police Department Canine dog, “Chico”, a Belgian Malinois, and <br />was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />20 - 36 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br /> <br /> <br /> <br />
