January 28, 2020 At a Regular Meeting of the City Council on Tuesday, January 28, 2020, there were present: Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Deputy City Manager LaVoris A. Pace, City Attorney Solomon H. Ashby, Jr. Vice Mayor Lucas-Burke opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Rowe called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a Called Meeting of January 13, 2020, of a Called Meeting of January 14, 2020, and of a Regular Meeting of January 14, 2020, and was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - Unfinished Business - 20 - 14 - Rezoning: Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following ordinance approved on first reading at the January 14, 2020 meeting, and was adopted by the following vote: 20-14(b): “ZONING AMENDMENT ORDINANCE Z-19-07.” Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: Battle - City Manager’s Report - 20 - 33 - Adoption of an ordinance accepting STEP-VA Outpatient Supplemental Needs-Based Funding in the amount of $152,895 from the Virginia Department of Behavioral Health and Developmental Services and appropriating said funds in the FY 2020 Behavioral Healthcare Services Fund for use by the Department of BHS to assist with outpatient services. Background:  STEP-VA Outpatient Supplemental Needs-Based Funding is expected to be ongoing. These funds are designated to build infrastructure for Outpatient Services for billing, training and data management. The infrastructure will help BHS to provide guidance and support as it relates to mental health and substance use, including adult, child and family. Discussion:  On October 2, 2019, the Department of Behavioral Health and Developmental Services (DBHDS) notified PDBHS of an award in the amount of $152,895 in state general funds foroutpatient supplemental needs-based assistance.  The targeted goal for implementation is FY2020. Financial Impact:  There is no financial impact to the city. Recommended Action:  Adoption of the ordinance.
