January 28, 2020 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 28, 2020, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Deputy City <br />Manager LaVoris A. Pace, City Attorney Solomon H. Ashby, Jr. <br /> <br /> Vice Mayor Lucas-Burke opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a <br />Called Meeting of January 13, 2020, of a Called Meeting of January 14, 2020, and of a <br />Regular Meeting of January 14, 2020, and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />20 - 14 - Rezoning: <br /> <br /> Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance approved on first reading at the January 14, 2020 meeting, and was adopted <br />by the following vote: <br /> <br />20-14(b): <br /> <br />“ZONING AMENDMENT ORDINANCE Z-19-07.” <br /> <br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Battle <br /> <br />- City Manager’s Report - <br /> <br />20 - 33 - Adoption of an ordinance accepting STEP-VA Outpatient Supplemental <br />Needs-Based Funding in the amount of $152,895 from the Virginia Department of <br />Behavioral Health and Developmental Services and appropriating said funds in the <br />FY 2020 Behavioral Healthcare Services Fund for use by the Department of BHS to <br />assist with outpatient services. <br /> <br />Background: <br /> <br /> STEP-VA Outpatient Supplemental Needs-Based Funding is expected to be <br />ongoing. These funds are designated to build infrastructure for Outpatient Services for <br />billing, training and data management. The infrastructure will help BHS to provide <br />guidance and support as it relates to mental health and substance use, including adult, <br /> <br />child and family. <br /> <br />Discussion: <br /> <br /> On October 2, 2019, the Department of Behavioral Health and Developmental <br />Services (DBHDS) notified PDBHS of an award in the amount of $152,895 in state <br /> <br />general funds foroutpatient supplemental needs-based assistance. <br /> <br /> <br /> <br /> The targeted goal for implementation is FY2020. <br /> <br />Financial Impact: <br /> <br /> <br />There is no financial impact to the city. <br /> <br />Recommended Action: <br /> <br /> <br />Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
