<br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance,
<br />and was adopted by the following vote:

<br />“ORDINANCE ACCEPTING STATE HOMELAND SECURITY GRANT FUNDS IN THE
<br />AMOUNT OF $41,500 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY
<br />MANAGEMENT AND APPROPRIATING SAID FUNDS IN THE FY 2020 GRANTS
<br />FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY
<br />SERVICES.”

<br />19 - 403 - Adoption of an ordinance re-appropriating the preliminary amount
<br />totaling $9,567,320 of unencumbered funds from the FY 2019 Portsmouth Public
<br />Schools Grants Fund into the FY 2020 Portsmouth Public Schools Grants Fund.

<br />Background:
<br />
<br /> City Council appropriated $18,632,873 to the FY 2020 Grants Fund for the
<br />Portsmouth Public Schools (PPS) on May 14, 2019.
<br />
<br /> On October 22, 2019, City Council amended the PPS FY 2020 Grants Fund budget
<br />by re-appropriating the preliminary amount of $266,593 from FY 2019 Prefund State
<br />Grants and appropriating new grant funds totaling $317,460. The revised appropriation
<br />for FY 2020 PPS Grants Fund is $19,216,926.
<br />
<br /> On October 10, 2019, the Portsmouth School Board adopted a Resolution
<br />requesting that City Council amend the FY2020 Portsmouth Public Schools Grants Fund
<br />budget and re-appropriate a preliminary total of $9,567,320 of unspent carryover grant
<br />funds from FY 2019.
<br />
<br />Discussion:
<br />
<br /> City Council Ordinance 2018-33 states “all unspent appropriations under this
<br />ordinance or any ordinance appropriating funds for the FY 2019 Portsmouth Public
<br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of
<br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be
<br />
<br />deemed unspent appropriations that will require re-appropriations by the City Council.”
<br />
<br /> Re-appropriation of the unspent funds will ensure that PPS does not expend or
<br />commit to expend beyond the approved appropriation.
<br />
