November 12, 2019 <br /> <br />“ORDINANCE ACCEPTING FEDERAL ASSET FORFEITURE FUNDS IN THE <br />AMOUNT OF $85,666.45, OF WHICH $69,020.26 IS FROM THE U.S. DRUG <br />ENFORCEMENT ADMINISTRATION AND $16,646.19 IS FROM THE DIVISION OF <br />CUSTOMS AND BORDER PATROL OF THE HOMELAND SECURITY DEPARTMENT, <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2020 SHERIFF’S ASSET <br />FORFEITURE FUND FOR USE BY THE SHERIFF’S OFFICE.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 407 - Adoption of an ordinance accepting an Opioid Response Prevention <br />award in the amount of $22,000 from the Virginia Department of Behavioral Health <br />and Developmental Services and appropriating said funds in the FY 2020 <br />Behavioral Healthcare Services Fund for use in assisting individuals who have <br />been directly or indirectly impacted by the opioid crisis. <br /> <br />Background: <br /> <br /> The Office of Behavioral Health Wellness has continued to explore and identify <br />effective approaches to respond to the Opioid Epidemic. In order to positively impact this <br />epidemic, the Office of Behavioral Health Wellness (OBHW) acknowledges that an <br />effective holistic wellness approach must include research-based strategies to address <br />opioid misuse. <br /> <br />Discussion: <br /> <br /> On October 10, 2019, the City of Portsmouth Department of Behavioral Healthcare <br />Services (PDBHS) received a notice of award from OBHW for funding to continue to <br />positively impact the opioid crisis. This strategic approach will allow PDBHS to implement <br />strategies identified by our State Opioid Response Logic Model using Evidence Based <br />Work Group (EBWG) within the schools and community. <br /> <br /> These funds will be utilized to educate individuals directly and indirectly impacted <br />by the opioid crisis within our community. <br /> <br />Financial Impact: <br /> <br /> <br />There is no financial impact to the city. <br /> <br />Recommended Action: <br /> <br /> <br />Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> <br />The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN OPIOID RESPONSE PREVENTION AWARD IN THE <br />AMOUNT OF $22,000 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS <br />IN THE FY 2020 BEHAVIORAL HEALTHCARE SERVICES FUND FOR USE IN <br />ASSISTING INDIVIDUALS WHO HAVE BEEN DIRECTLY OR INDIRECTLY <br />IMPACTED BY THE OPIOID CRISIS.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 408 - Adoption of an ordinance accepting general funds from the <br />Commonwealth of Virginia in the amount of $175,000 and appropriating said sum <br />to the FY 2020 Behavioral Healthcare Services Fund budget for use by the <br />Department of Behavioral Healthcare Services to expand access to medication <br />assisted treatment for opioid use disorder. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
