November 12, 2019 <br /> <br />Background: <br /> <br /> This funding will help PDBHS staff continue to provide Medication Assisted <br />Treatment (MAT) and expand on existing recovery services for jail inmates. To continue <br />to address the impact of opioid use disorder on communities across the Commonwealth <br />of Virginia, the General Assembly provided $5,000,000 to increase access to medication <br />assisted treatment (MAT) for individuals with opioid use disorder with two further <br />specifications. First, drug classes shall include “non-narcotic, non-addictive, injectable <br />prescription drug treatment regimens.” Second, a portion of the funding must be used for <br />“non-narcotic, non-addictive, prescription drug treatment regimens” for individuals who <br />meet one of the following criteria: “in an institution, prison, or jail, or not able for clinical or <br />other reasons to participate in buprenorphine or methadone based drug treatment <br /> <br />regimens”. <br /> <br />Discussion: <br /> <br /> On September 27, 2019, the Department of Behavioral Health and Developmental <br />Services (DBHDS) notified PDBHS of an award in the amount of $175,000 in state <br /> <br />general funds forexpansion of treatment and recovery. <br /> <br /> <br /> The $175,000 SGF-MAT Treatment funds will: <br /> Assure that, in addition to providing MAT for jail inmates, those who have <br />o <br />been released from confinement will receive other clinical and support services that will <br />assist them in a sound recovery, including appropriate counseling, therapy, and case <br />management, <br /> Assist with other supports, including but not limited to: obtaining birth <br />o <br />certificates, state IDs, clothing, GEDs and vocational classes, <br /> Assist with the purchase of non-narcotic, non-addictive medication for <br />o <br />treatment of opioid use disorder. <br /> <br /> <br /> The targeted goal for implementation is FY2020. <br /> <br />Financial Impact: <br /> <br /> <br />There is no financial impact to the city. <br /> <br />Recommended Action: <br /> <br /> <br />Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> <br />The Finance Department will make the necessary budget adjustment. <br /> <br /> <br />The Human Resource Management Department will make the necessary <br /> <br />adjustment to the position control at PDBHS. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING GENERAL FUNDS FROM THE COMMONWEALTH OF <br />VIRGINIA IN THE AMOUNT OF $175,000 AND APPROPRIATING SAID SUM TO THE <br />FY 2020 BEHAVIORAL HEALTHCARE SERVICES FUND BUDGET FOR USE BY THE <br />DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES TO EXPAND ACCESS <br />TO MEDICATION ASSISTED TREATMENT FOR OPIOID USE DISORDER.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 409 - Adoption of an ordinance: (1) establishing a new project in the FY 2020 <br />Capital Improvement Fund entitled “Safe Haven Building Renovation”; (2) <br />appropriating the sum of $2,000,000 from the Behavioral Healthcare Services Fund <br />Balance to the FY 2020 Behavioral Healthcare Services Fund Budget; and (3) <br />transferring the said $2,000,000 to the Safe Haven Building Renovation Project. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
