October 22, 2019 <br /> <br /> <br /> PPD will use JAG 2019 funding to provide Law Enforcement Trauma Training. This <br />will take the stigma out of asking for help, specifically on mental health, and provide the <br />agency with the tools and skills to allow the department to stay mentally healthy. It will <br />also fund our community engagement efforts by providing equipment, technology, training <br />initiatives that will improve the PPD’s ability to respond to public safety incidents within <br />the City. <br /> <br /> Furthermore, the funds will support the various Drug Court Treatment programs <br />such as drug testing, education, drug treatment and office supplies within the Circuit <br />Court. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no cash or in-kind match requirement from the city for this grant. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN EDWARD BYRNE MEMORIAL JUSTICE <br />ASSISTANCE GRANT IN THE AMOUNT OF $85,764 FROM THE U.S. DEPARTMENT <br />OF JUSTICE AND APPROPRIATING SAID FUNDS IN THE FY 2020 GRANTS FUND <br />FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT TO FUND LAW <br />ENFORCEMENT TRAUMA TRAINING AND OTHER AUTHORIZED USES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 381 - Adoption of an ordinance to re-appropriate unexpended funds in the <br />amount of $1,372,272 from the FY 2019 Textbook Fund budget for the Portsmouth <br />Public Schools to the FY 2020 Textbook Fund budget for the Portsmouth Public <br />Schools. <br /> <br /> <br />Background: <br /> <br /> City Council appropriated $4,995,965 to the FY 2019 Textbook Fund for the <br />Portsmouth Public Schools (PPS). <br /> <br /> Based on the pre-audit PPS figures, of the said amount appropriated for FY 2019, <br />$2,837,118 was expended and $786,575 was encumbered during FY 2019 to pay for <br />goods and services that were not received in FY 2019. In addition, $585,697 was <br />unencumbered. <br /> <br /> On August 15, 2019, the Portsmouth School Board adopted a Resolution <br />requesting that City Council appropriate the preliminary amount totaling $1,372,272 of <br />which $786,575 is encumbered but unexpended funds and $585,697 is unencumbered <br />funds from FY 2019 to the FY 2020 PPS Textbook Fund Budget. <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2018-33 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2019 Portsmouth Public <br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be <br /> <br />deemed unspent appropriations that will require re-appropriations by the City Council.” <br /> <br /> Re-appropriation of the encumbered and unencumbered funds will allow PPS to <br />meet its obligations to its vendors for the identified services, supplies, materials, and <br />equipment and purchase new materials for use by the school system respectively. <br /> <br /> The following table shows the impact of the proposed re-appropriation of the <br />preliminary amount to the FY 2020 PPS Textbook Fund: <br /> <br /> <br /> <br /> <br /> <br />
