October 22, 2019 Current FY FY 2019 Re-2019-2020 2019-2020 appropriation Revised Annual Budget Appropriation Amount Appropriation Total Textbook Fund 1,309,725 1,372,272 2,681,997 Financial Impact:  This is a re-appropriation of FY 2019 PPS Textbook Fund dollars.  The FY 2020 PPS Textbook Fund will increase by the said amount. Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Departments for the City and Schools will complete the necessary budget adjustments. Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF $1,372,272 FROM THE FY 2019 TEXTBOOK FUND BUDGET FOR THE PORTSMOUTH PUBLIC SCHOOLS TO THE FY 2020 TEXTBOOK FUND BUDGET FOR THE PORTSMOUTH PUBLIC SCHOOLS.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 19 - 382 - Adoption of an ordinance to re-appropriate unexpended funds in the amount of $10,903 from the FY 2019 Food Services Fund budget for the Portsmouth Public Schools to the FY 2020 Food Services Fund budget for the Portsmouth Public Schools. Background:  City Council appropriated $8,901,727 to the FY 2019 Food Services Fund for the Portsmouth Public Schools (PPS).  Based on the pre-audit PPS figures, of the said amount appropriated for FY 2019, $8,890,824 was expended and $10,903 was encumbered but unexpended during FY 2019 to pay for goods and services that were not received in FY 2019.  On August 15, 2019, the Portsmouth School Board adopted a Resolution requesting that City Council appropriate the preliminary amount of $10,903 encumbered but unexpended during FY 2019 to the FY 2020 PPS Food Services Fund Budget. Discussion:  City Council Ordinance 2018-33 states “all unspent appropriations under this ordinance or any ordinance appropriating funds for the FY 2019 Portsmouth Public Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be deemed unspent appropriations that will require re-appropriations by the City Council.”  Re-appropriation of the encumbered funds will allow PPS to meet its obligations to its vendors for the identified services, supplies, materials, and equipment.  The following table shows the impact of the proposed re-appropriation of the preliminary amount to the FY 2020 PPS Food Services Fund: Current FY FY 2019 Re-FY 2020 2019-2020 appropriation Revised Annual Budget Appropriation Amount Appropriation Total Food Services Fund 8,891,048 10,903 8,901,951  These numbers are subject to change based on the final outcome of the FY 2019 PPS Comprehensive Annual Financial Audit.
