October 22, 2019 <br /> <br />Background: <br /> <br /> On September 6, 2019, the Department of Behavioral Health and Developmental <br />Services (DBHDS) notified PDBHS of one-time payment in the amount of $3,356 for <br /> <br /> <br />PATH. <br /> <br /> PATH funding is to assist with transition services for those who are homeless or at <br /> <br />risk of homelessness. <br /> <br />Discussion: <br /> <br /> This funding will help PDBHS provide staff with training and travel as well as <br />outreach services, including reasonable supply costs for outreach provisions for intended <br /> <br />program beneficiaries. <br /> <br /> Funds must be fully expended by September 30, 2020 or any remaining balance <br /> <br />must be returned at that time. <br /> <br />Financial Impact <br /> <br /> <br />There is no financial impact to the city. <br /> <br />Recommended Action: <br /> <br /> <br />Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> <br />The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PROJECTS FOR ASSISTANCE IN TRANSITION FROM <br />HOMELESSNESS (PATH) FUNDING IN THE AMOUNT OF $3,356 FROM THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2020 BEHAVIORAL <br />HEALTHCARE SERVICES FUND FOR USE BY THE DEPARTMENT OF <br />BEHAVIORAL HEALTHCARE SERVICES TO ASSIST WITH HOMELESS <br />TRANSITION SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 380 - Adoption of an ordinance accepting an Edward Byrne Memorial Justice <br />Assistance Grant in the amount of $85,764 from the U.S. Department of Justice and <br />appropriating said funds in the FY 2020 Grants Fund for use by the Portsmouth <br />Police Department to fund Law Enforcement Trauma Training and other authorized <br />uses. <br /> <br />Background: <br /> <br /> The Edward Byrne Memorial Justice Assistance Grant (JAG) Program, authorized <br />under 42 U.S.C. §3751 (a), provides states, tribes, and local governments with critical <br />funding necessary to support a range of program areas including law enforcement, <br />prosecution, indigent defense, courts, crime prevention and education, corrections and <br />community corrections, drug treatment and enforcement, planning, evaluation, <br />technology improvement, and crime victim and witness initiatives and mental health <br />programs and related law enforcement and corrections programs, including behavioral <br />programs and crisis intervention teams. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br />amount of $85,764.00 from the Department of Justice (DOJ) – Bureau of Justice <br />Assistance (BJA) to provide funds for programs, specialized equipment, and continued <br />funding to support the Adult Drug Treatment Court Program. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
