October 22, 2019 Next Steps Following Council Action:  The Engineering Department will implement the permitting requirements contained in the amended Code. Motion by Ms. Psimas, and seconded by Mr. Clark, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO AMEND AND REORDAIN CHAPTER 32 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) BY AMENDING ARTICLE IV (STREET POLES), ARTICLE V (UNDERGROUND WIRES) AND ARTICLE XI (WIRELESS FACILITIES) THEREOF FOR THE PURPOSE OF COMPLYING WITH FEDERAL AND STATE LAWS AND REGULATIONS REGARDING WIRELESS FACILITIES AND INFRASTRUCTURE.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 19 - 378 - Adoption of an ordinance accepting $44,725 of HOME Investment Partnerships program income and appropriating said amount in the FY 2020 Community Planning and Development Program Fund. Background:  The City has received $44,725 of HOME program income generated by the repayment of a Home Care housing rehabilitation loan.  In accordance with federal regulations, the program income must be appropriated to the FY 2020 Community Planning and Development Program Fund for use in connection with the HOME program. Discussion:  The program income will be included in the FY 20 Annual Action Plan after it is appropriated by City Council. Financial impact:  The funds will support activities in the existing Annual Action Plan and there will be no impact to service delivery. HOME funds require a match of not less than 25% of HOME funds drawn. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The funds are approved and available upon appropriation. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING $44,725 OF HOME INVESTMENT PARTNERSHIPS PROGRAM INCOME AND APPROPRIATING SAID AMOUNT IN THE FY 2020 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 19 - 379 - Adoption of an ordinance accepting Projects for Assistance in Transition from Homelessness (PATH) funding in the amount of $3,356 from the Virginia Department of Behavioral Health and Developmental Services and appropriating said amount in the FY 2020 Behavioral Healthcare Services Fund for use by the Department of Behavioral Healthcare Services to assist with homeless transition services.
