October 22, 2019 <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> To proceed with the usage of funds per the guidelines for the suppression <br /> <br />personnel of PFRES. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AID-TO-LOCALITIES FUNDING IN THE AMOUNT OF <br />$347,953 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND <br />APPROPRIATING SAID FUNDS IN THE FY 2020 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 388 - Adoption of an ordinance accepting a Local Emergency Management <br />Program grant in the amount of $57,992 from the Virginia Department of Emergency <br />Management and appropriating said amount in the FY 2020 Grants Fund for use by <br />the Department of Fire, Rescue and Emergency Services for emergency <br />management equipment, supplies and training. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) awards localities <br />funding allocations from the U.S. Department of Homeland Security (DHS) Federal <br />Emergency Management Agency (FEMA). Appropriation authority for this program is the <br />Department of Homeland Security. <br /> <br /> Use of this program funding allows for safer localities throughout the <br />Commonwealth and provides for effective preparation, response and recovery when an <br />emergency or disaster occurs. <br /> <br />Discussion: <br /> <br /> The program funds allow for the purchase of necessary equipment, supplies and <br />training in support of the Emergency Operations Center (EOC) during emergencies or <br />disasters. <br /> <br /> This funding source is essential in accomplishing the mission of protecting the City <br />and the residents of Portsmouth from natural and man-made disasters. <br /> <br />Financial impact: <br /> <br /> This program does require a local cash dollar for dollar match.
