October 22, 2019 <br /> <br /> <br /> The funds received enable Portsmouth, as the lead city for the Southside Regional <br />Hazardous Materials Team, to maintain a superior level of readiness with regard to <br />equipment, training, and technical expertise in dealing with hazardous materials as <br />required by VDEM. <br /> <br />Discussion: <br /> <br /> These funds are instrumental in replenishing the funding that enables the response <br />capabilities for the Southside Regional Hazardous Materials Emergency Response <br />Team. <br /> <br />Financial Impact: <br /> <br /> The appropriation will increase the FY 2020 Grants Fund by the said amount. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code and credit the account accordingly. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING HAZARDOUS MATERIALS EMERGENCY RESPONSE <br />TEAM COST RECOVERY FUNDS IN THE AMOUNT OF $901.76 FROM THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID SUM <br />IN THE FY 2020 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE <br />AND EMERGENCY SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 387 - Adoption of an ordinance accepting Aid-To-Localities funding in the <br />amount of $347,953 from the Virginia Department of Fire Programs and <br />appropriating said funds in the FY 2020 Grants Fund for use by the Department of <br />Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Fire Programs has been providing entitlement funds to <br />localities for more than twenty years. <br /> <br /> Aid-To-Localities funding assists Virginia cities, towns and counties by providing <br />funds to pay for training, construction of training centers, firefighter’s equipment and <br />protective clothing. <br /> <br /> The funds are derived from one-percent of fire related insurance coverage and are <br />allocated based on population. <br /> <br />Discussion: <br /> <br /> The City of Portsmouth must complete and submit an annual report to the Virginia <br />Department of Fire Programs\\VDFP detailing the use of funds and identifying any <br />carryover funds for the year. <br /> <br /> PFRES will utilize the said funds for community fire safety education programs, <br />cancer prevention initiatives, firefighter training, firefighting equipment and protective <br />clothing. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
