October 22, 2019 <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 389 - Adoption of a motion to permit Michael Dougherty to adopt a Portsmouth <br />Police Department Mounted Patrol Horse, “Ginger”, a 15-year-old Rocky <br />Mount/Quarter Horse Chestnut Dun Mare. <br /> <br />Background: <br /> <br /> The Mounted Patrol Unit provides security and valuable public relations work to <br />various events and functions within the city. <br /> <br /> The Unit provides high visibility patrols throughout the City and assists with the <br />search and apprehension of violent offenders. <br /> <br />Discussion: <br /> <br /> The Police Department is retiring one working horse assigned to the Mounted <br />Patrol Unit, a 15-year-old Rocky Mount/Quarter Horse Chestnut Dun Mare named <br />“Ginger”. <br /> <br /> Ginger is unfit for continued use by the Mounted Patrol Unit. <br /> <br /> Michael Dougherty, a resident of Virginia Beach, has agreed/requested to adopt <br />the horse. <br /> <br /> The adopter agrees to abide by the Virginia Anti-Cruelty Laws, Animal Welfare <br />Laws 1992, and Code of Virginia §3.2-6570 <br /> <br /> A visual inspection by the Mounted Patrol Unit found the adopter’s facilities to be <br />exceptional and surpassing the facilities required by applicable animal care laws. <br /> <br />Financial Impact: <br /> <br /> <br />There are no costs to the City for this adoption. <br /> <br /> <br />The City will relinquish all responsibility for the feeding, care, upkeep and overall <br />well-being of the horse, as well as any liability related to this horse. <br /> <br />Recommended Action: <br /> <br /> Acceptance of the motion. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Clark, to permit Michael Dougherty <br />to adopt a Portsmouth Police Department Mounted Patrol Horse, “Ginger”, a 15-year-old <br />Rocky Mount/Quarter Horse Chestnut Dun Mare, and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />19 - 390 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />19 - 391 - Items Submitted by Council Members <br /> <br /> Ms. Psimas spoke on the following: <br /> <br /> <br />-Ghost Walk at Trinity Church, Friday, October 25, 2019. <br />nd <br /> <br />-2 Annual Safe Trunk or Treat Event, 3 p.m. - 7 p.m., Saturday, October 26, <br />2019 at the Atlantic Union Bank Pavilion Festival Park. <br /> <br />-Olde Towne Cruise-In Vintage Car Show, 2 p.m. – 6 p.m., Saturday, October 26, <br />2019 at the foot of High Street. <br /> <br />-Portsmouth Public Schools All City Elementary and Middle School Choirs with <br />the Virginia Children’s Chorus, 7 p.m., Tuesday, October 29, 2019 at I.
