October 22, 2019 <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 385 - Adoption of an ordinance accepting a Haz-Mat Team Equipment, Exercise <br />and Training grant in the amount of $30,000 from the Virginia Department of <br />Emergency Management and appropriating said funds in the FY 2020 Grants Fund <br />for use by the Department of Fire, Rescue and Emergency Services Hazardous <br />Materials Emergency Response Team. <br /> <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) has allocated the <br />City of Portsmouth $30,000.00 in funding through a 2019 (FY20) HAZ-MAT Team <br />Equipment, Exercise and Training Grant. <br /> <br /> The funds received enable Portsmouth, as the lead City for the Southside Regional <br />Hazardous Materials Team, to maintain a superior level of readiness with regard to <br />equipment, training, and technical expertise in dealing with hazardous materials as <br />required by VDEM. <br /> <br />Discussion: <br /> <br /> This funding is instrumental in developing and maintaining hazardous materials <br />response capabilities for Portsmouth’s Hazardous Materials Emergency Response <br />Team. <br /> <br />Financial Impact: <br /> <br /> The City is not required to provide a cash or in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> To proceed with the necessary purchase of equipment, supplies, training and <br />technical expertise for the Southside Regional Hazardous Materials Emergency <br /> <br />Response Team personnel. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A HAZ-MAT TEAM EQUIPMENT, EXERCISE AND <br />TRAINING GRANT IN THE AMOUNT OF $30,000 FROM THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID <br />FUNDS IN THE FY 2020 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, <br />RESCUE AND EMERGENCY SERVICES HAZARDOUS MATERIALS EMERGENCY <br />RESPONSE TEAM.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 386 - Adoption of an ordinance accepting Hazardous Materials Emergency <br />Response Team Cost Recovery Funds in the amount of $901.76 from the Virginia <br />Department of Emergency Management and appropriating said sum in the FY 2020 <br />Grants Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) has reimbursed the <br />City of Portsmouth in the amount of $901.76 for HAZMAT Response Cost Recovery calls <br />as the Southside Regional HAZMAT Team Leader. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
