September 24, 2019 <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Submit resolution to VDOT. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION SUPPORTING THE CITY OF PORTSMOUTH’S FY 2021 REVENUE <br />SHARING APPLICATIONS TO THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION. <br /> <br /> WHEREAS, <br />the City Council of the City of Portsmouth, Virginia desires to submit <br />applications for an allocation of funds of up to $1,200,000 through the Virginia Department <br />of Transportation Fiscal Year 2021 Revenue Sharing Program; and <br /> <br />WHEREAS, <br /> $900,000 of these funds are requested to fund the Twin Pines Road <br />Widening Project and $300,000 of these funds are requested to fund the Hoffler Creek <br />Active Transportation Improvement Project; and <br /> <br />WHEREAS, <br /> the City Council of the City of Portsmouth, Virginia hereby supports <br />these applications for an allocation of $1,200,000 through the Virginia Department of <br />Transportation Fiscal Year 2021 Revenue Sharing Program; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> that the Council of the City of Portsmouth, <br />Virginia hereby commits to fund its local share of preliminary engineering, right-of-way <br />and construction (as applicable) of the projects under agreement with the Virginia <br />Department of Transportation in accordance with the project financial documents; <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized to execute all <br />agreements and/or addendums for any approved projects with the Virginia Department <br /> <br />of Transportation.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 356 - Adoption of a resolution supporting the City of Portsmouth’s FY2021 <br />Transportation Alternatives Set-Aside Surface Transportation Block Grant Funding <br />Applications to the Virginia Department of Transportation. <br /> <br />Background: <br /> <br /> The Virginia Department of Transportation (VDOT) Transportation Alternatives <br />Program provides an opportunity for localities to provide local funds to match federal <br />funds for priority projects. <br /> <br /> The Build One Portsmouth Comprehensive Plan and the City Master <br />Transportation Plan encourage and promote multi-modal corridors and increased <br />accessibility on local roadways. <br /> <br />Discussion: <br /> <br /> VDOT issues a call to localities (biennial) to submit Transportation Alternatives <br />(TA) Program applications for qualifying projects in advance of their upcoming budget <br />discussions. <br /> <br /> City staff identifies projects and submits the required applications and other <br />supporting materials to VDOT for consideration. <br /> <br /> A resolution from City Council outlining the request to participate and its support <br />for the project is required as part of the application process. <br /> <br /> The Complete High Street Phase 1 project is a gateway project that creates a <br />pedestrian and bicycle friendly corridor between Chestnut and Primrose Streets. <br /> <br /> The project includes sidewalk improvements (ADA ramps, shared use path on one- <br />side, and landscaped verge on both sides) and restriping to define on-street parking, bus <br />pull-offs, sharrow travel lanes, and high-visibility crosswalks. It will also include utility <br />relocations and stormwater management as needed. <br /> <br /> <br /> <br /> <br /> <br />
