September 24, 2019 <br /> <br /> <br /> The Portsmouth Pedestrian Enhancement project will provide various pedestrian <br />improvements at seven locations identified by staff that serve bus stops, school zones <br />and planned recreation centers. <br /> <br /> The project includes pedestrian beacons, high-visibility crosswalks, ADA ramps <br />and sidewalk connections. <br /> <br />Financial Impact: <br /> <br /> TA Program Funding requires a 20% local match. <br /> <br /> The project estimate for the Complete High Street Phase I project is $935,000. <br /> <br /> This requires a local match in the FY2021 CIP of $187,000. <br /> <br /> The project estimate for the Portsmouth Boulevard Pedestrian Enhancement <br />project is $455,000. <br /> <br /> This requires a local match in the FY2021 CIP of $91,000. <br /> <br /> City Staff is also pursuing additional funding opportunities for these projects. If <br />successful, the City contribution to these projects may be reduced or eliminated. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the Resolution <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Submit resolution to VDOT. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION SUPPORTING THE CITY OF PORTSMOUTH’S FY 2021 <br />TRANSPORTATION ALTERNATIVES SET-ASIDE SURFACE TRANSPORTATION <br />BLOCK GRANT FUNDING APPLICATIONS TO THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION. <br /> <br /> WHEREAS, <br />the City Council of the City of Portsmouth, Virginia desires to submit <br />applications for an allocation of funds of up to $1,112,000 through the Virginia Department <br />of Transportation Fiscal Year 2021 Transportation Alternatives Set-Aside Surface <br />Transportation Block Grant Funding Program; and <br /> <br />WHEREAS, <br /> $748,000 of these funds are requested to fund the Complete High <br />Street Phase 1 Project and $364,000 of these funds are requested to fund the Portsmouth <br />Pedestrian Enhancement Project; and <br /> <br />WHEREAS, <br /> the City Council of the City of Portsmouth, Virginia hereby supports <br />these applications for an allocation of $1,112,000 through the Virginia Department of <br />Transportation Fiscal Year 2021 Transportation Alternatives Set-Aside Surface <br />Transportation Block Grant Funding Program; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> that the Council of the City of Portsmouth, <br />Virginia hereby commits to fund its local share of preliminary engineering, right-of-way <br />and construction (as applicable) of the projects under agreement with the Virginia <br />Department of Transportation in accordance with the project financial documents; <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized to execute all <br />agreements and/or addendums for any approved projects with the Virginia Department <br /> <br />of Transportation.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
