In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $21,234 FROM THE U.S. <br />DEPARTMENT OF TRANSPORTATION NATIONAL HIGHWAY TRAFFIC SAFETY <br />ADMINISTRATION THROUGH THE VIRGINIA HIGHWAY SAFETY OFFICE AND <br />APPROPRIATING SAID FUNDS IN THE FY 2020 GRANTS FUND FOR USE BY THE <br />PORTSMOUTH POLICE DEPARTMENT TO DETER SPEEDING.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 355 - Adoption of a resolution supporting the City of Portsmouth’s FY 2021 <br />Revenue Sharing Applications to the Virginia Department of Transportation. <br /> <br />Background: <br /> <br /> The Virginia Department of Transportation (VDOT) Revenue Sharing Program <br />provides an opportunity for localities to provide local funds to match state funds for priority <br />projects. <br /> <br /> During the FY2020 budget process, City Council expressed an interest in <br />pedestrian improvements along Twin Pines Road and Hoffler Creek. <br /> <br />Discussion: <br /> <br /> VDOT issues a call (biennial) to localities to submit Revenue Sharing applications <br />for qualifying projects in advance of their upcoming budget discussions. <br /> <br /> City staff identifies projects and submits the required applications and other <br />supporting materials to VDOT for consideration. <br /> <br /> A resolution from City Council outlining the request to participate and its support <br />for the project is required as part of the application process. <br /> <br /> The Twin Pines Road Widening Project increases the pavement width for the <br />roadway segment between Swannanoa Road and Sunset Lane. <br /> <br /> The project includes drainage and utility improvements, stormwater management, <br />and a shared use path for pedestrians and bicycles. It provides additional safety and <br />accessibility for all modal users in the corridor. <br /> <br /> The Hoffler Creek Parkway Active Transportation Improvements Project adds a <br />shared use path, bus shelter and other amenities for pedestrian and bicycle use in the <br />median on Hoffler Creek Parkway. <br /> <br /> The project includes drainage and stormwater management as required. It <br />provides additional accessibility for all modal users in the corridor. <br /> <br />Financial Impact: <br /> <br /> Revenue Sharing projects require a 50% local match. <br /> <br /> The project estimate for the Twin Pines Road Widening Project is $1,800,000. <br /> <br /> This requires a local match in the FY2021 CIP of $900,000. <br /> <br /> The project estimate for the Hoffler Creek Active Transportation Improvement <br />Project is $600,000. <br /> <br /> This requires a local match in the FY2021 CIP of $300,000. <br /> <br /> City Staff is also pursuing additional funding opportunities for these projects.
