Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $32,250 FROM THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID SUM IN THE FY 2020 BEHAVIORAL <br />HEALTHCARE SERVICES FUND FOR USE BY THE PORTSMOUTH DEPARTMENT <br />OF BHS FOR MENTAL HEALTH OUTPATIENT SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 329 - Adoption of an ordinance accepting a grant in the amount of $10,081 from <br />the Virginia Department of Criminal Justice Services and appropriating said funds <br />in the FY 2020 Grants Fund to provide funding to operate local probation and <br />pretrial services in the City of Portsmouth. <br /> <br />Background: <br /> <br /> <br /> The Community Corrections & Pretrial Services Program has been continually <br /> <br />funded by the state since 1995. It is a diversion from incarceration program. <br /> <br /> This state funding allows us to provide quality supervision to non-violent offenders <br />and defendants in the community and directly impact the jail population. <br /> <br /> The Department of Criminal Justice Services originally made available $557,246 <br />in state general funds for FY2020 to provide these services locally. This is the additional <br />funding allocated by the state to cover the cost associated with the 3% raise effective July <br />1, 2019 that was authorized in Item 474 (U) d. of the Act of Appropriations for FY2020. <br /> <br /> The original $557,246 was appropriated by City Council through Ordinance 2019- <br />43 adopted on June 25, 2019. The Department of Criminal Justice Services has <br />subsequently awarded an additional $10,081, which would be appropriated by the draft <br />ordinance being presented to City Council for consideration on September 10. <br /> <br /> The appropriation of the additional $10,081 would increase the total grant amount <br />to $567,327. <br /> <br />Discussion: <br /> <br /> Community Corrections provides a comprehensive array of intermediate sanctions <br />to the local courts as alternatives to incarceration in the city jail. Services include: <br />probation supervision, community service work, restitution, substance abuse <br />assessment, testing and treatment, anger education, domestic violence intervention, and <br />other services as requested by the courts. Between July 1, 2018 and May 31, 2019 the <br />program served 198 probationers. We facilitated the collection of restitution to victims and <br />court costs. Probationers completed 2,223 hours of community service work. Over 58 <br />probationers received conflict resolution and anger education services and 135 received <br />substance abuse services. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
