September 10, 2019  Pretrial Services provides supervised release to defendants. Between July 1, 2018 and May 31, 2019 the program conducted 875 investigations, screened 1,160 defendants held in the city jail, conducted 285 criminal record checks, received 421 placements on supervision and monitored 423 defendants released by the magistrate. Financial Impact:  There is no local match and no obligation for continued funding from the City of Portsmouth. Recommended Action:  Adoption of ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budgetary adjustments. In addition, the Program Director will provide grant management and oversight. 1. Motion by Mr. Glover, and seconded by Mr. Clark, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $10,081 FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2020 GRANTS FUND TO PROVIDE FUNDING TO OPERATE LOCAL PROBATION AND PRETRIAL SERVICES IN THE CITY OF PORTSMOUTH.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 19 - 330 - Adoption of an ordinance accepting a grant in the amount of $330,296.78 from the U.S. Department of Agriculture and appropriating said amount in the FY 2020 Grants Fund from use by the Department of Parks, Recreation & Tourism for the USDA Summer Food Service Program. Background:  The City of Portsmouth has received a grant through the Virginia Department of Education (VDOE) from United States Department of Agriculture (USDA) for the Summer Food Service Program (SFSP) for more than 35 years, administered by the Department of Parks, Recreation & Tourism  This year the program accommodated Recreation Summer RAYS, Faith-based sites, School sites, and private locations from June 18, 2019 through August 30, 2019.  The program provided meals during the summer months when children are out of school, and therefore the free and reduced school lunch program is not available.  The Department of Parks, Recreation & Tourism partnered with Portsmouth Public Schools Food Services Division to provide the meals for the above-mentioned period. Discussion:  The USDA Summer Food Service Program for 2019 included 34 sites consisting of Recreation Summer RAYS, Faith-based sites, School sites, and private locations.  It is estimatedthat the program served 55,140 breakfasts, 46,010 lunches and 6,000 suppers. Financial Impact:  There is no City cash match required. The grant is a total reimbursement grant based on the number of meals served according to the guidelines.
