September 10, 2019 <br /> <br /> <br /> Pretrial Services provides supervised release to defendants. Between July 1, 2018 <br />and May 31, 2019 the program conducted 875 investigations, screened 1,160 defendants <br />held in the city jail, conducted 285 criminal record checks, received 421 placements on <br />supervision and monitored 423 defendants released by the magistrate. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no local match and no obligation for continued funding from the City of <br /> <br />Portsmouth. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustments. In <br />addition, the Program Director will provide grant management and oversight. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Glover, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $10,081 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING <br />SAID FUNDS IN THE FY 2020 GRANTS FUND TO PROVIDE FUNDING TO OPERATE <br />LOCAL PROBATION AND PRETRIAL SERVICES IN THE CITY OF PORTSMOUTH.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 330 - Adoption of an ordinance accepting a grant in the amount of $330,296.78 <br />from the U.S. Department of Agriculture and appropriating said amount in the FY <br />2020 Grants Fund from use by the Department of Parks, Recreation & Tourism for <br />the USDA Summer Food Service Program. <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a grant through the Virginia Department of <br />Education (VDOE) from United States Department of Agriculture (USDA) for the Summer <br />Food Service Program (SFSP) for more than 35 years, administered by the Department <br />of Parks, Recreation & Tourism <br /> <br /> This year the program accommodated Recreation Summer RAYS, Faith-based <br />sites, School sites, and private locations from June 18, 2019 through August 30, 2019. <br /> <br /> The program provided meals during the summer months when children are out of <br />school, and therefore the free and reduced school lunch program is not available. <br /> <br /> The Department of Parks, Recreation & Tourism partnered with Portsmouth Public <br />Schools Food Services Division to provide the meals for the above-mentioned period. <br /> <br />Discussion: <br /> <br /> The USDA Summer Food Service Program for 2019 included 34 sites consisting <br />of Recreation Summer RAYS, Faith-based sites, School sites, and private locations. <br /> <br /> <br /> It is estimatedthat the program served 55,140 breakfasts, 46,010 lunches and <br />6,000 suppers. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served according to the guidelines. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br /> <br /> <br /> <br />
