<br />At a Regular Meeting of the City Council on Tuesday, September 10, 2019, there
<br />were present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.

<br /> Reverend Peter Grana opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a
<br />Called Meeting of August 26, 2019, of a Called Meeting of August 27, 2019, and of a
<br />Regular Meeting of August 27, 2019, and was adopted by the following vote:
<br />
<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe
<br />Nays: None

<br />- Public Hearing -
<br />
<br />
<br />19-327Public hearing with respect to the proposed adoption by the City Council of
<br />a resolution to authorize the City to contract a debt and issue water and
<br />sewer revenue bonds (the "Bonds") of the City, or notes in anticipation
<br />thereof, in a principal amount estimated not to exceed $36,800,000 to
<br />finance, with respect to the City's water and sewer system, certain costs of
<br />acquiring, constructing and equipping capital improvements for which bond
<br />proceeds have been appropriated pursuant to the City's Capital
<br />Improvement Program, as the City Council may amend it from time to time
<br />hereafter and the costs of issuance of the Bonds.
<br />
<br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item.

<br />- Unfinished Business -
<br />
<br />19 - 312 - Adoption of an ordinance (1) establishing a new project in the FY 2020
<br />Capital Improvement Fund known as the City Hall Relocation Project and (2)
<br />appropriating and transferring the sum of $475,000 in interest savings from the
<br />Debt Service Fund Balance to the City Hall Relocation Project.
<br />
<br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to table Item 19-312, and
<br />was adopted by the following vote:

<br />- City Manager’s Report -
<br />
<br />19 - 328 - Adoption of an ordinance accepting funding in the amount of $32,250
<br />from the Virginia Department of Behavioral Health and Developmental Services and
<br />appropriating said sum in the FY 2020 Behavioral Healthcare Services Fund for use
<br />by the Portsmouth Department of BHS for mental health outpatient services.
<br />
<br />Background:
<br />
<br /> On July 17, 2019, the Department of Behavioral Health and Developmental
<br />Services (DBHDS) notified PDBHS of an award in the amount of $32,250 in state funds
<br />
<br />for Mental Health Outpatient Services.
<br />
<br />Discussion:
<br />
<br /> This funding will help PDBHS staff provide additional support for mental health
<br />
<br />services.
