August 27, 2019 <br /> <br />Background: <br /> <br /> The Port Security Grant Program provides funding to port authorities, facility <br />operators, and state and local agencies for activities associated with implementation of <br />Area Maritime Security Plans, facility security plans and other port-wide risk management <br />efforts. <br /> <br />Discussion: <br /> <br /> This grant funds will replace the existing unserviceable dive team TRAILER <br />platform used for deploying dive gear to various locations inside the city and region for <br />training and real incident response. <br /> <br /> The PPD has been awarded grant funding in the amount of $158,625.00 from the <br />DHS/FEMA. <br /> <br /> The grant requires a 25% local match of the total project cost, which will be <br />satisfied by a transfer of $52,875.00 from the State Asset Forfeiture Fund to the Grants <br />Fund. <br /> <br />Financial Impact: <br /> <br /> <br /> Acceptance of this grant will increase the Grants Fund by $211,500.00 and reduce <br />the State Asset Forfeiture Fund by $52,875.00 to provide the match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE (1) ACCEPTING A PORT SECURITY GRANT IN THE AMOUNT OF <br />$158,625 FROM THE DEPARTMENT OF HOMELAND SECURITY/FEDERAL <br />EMERGENCY MANAGEMENT AGENCY AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2020 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE <br />DEPARTMENT; AND (2) APPROPRIATING AND TRANSFERRING $52,875 FROM <br />THE ASSET FORFEITURE SPECIAL REVENUE FUND TO THE FY 2020 GRANTS <br />FUND TO SERVE AS THE REQUIRED LOCAL MATCH FOR THE SAID GRANT.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 310 - Adoption of an ordinance accepting a grant in the amount of $552,761 <br />from the Virginia Department of Criminal Justice Services and appropriating said <br />sum in the FY 2020 Grants Fund for use by the Commonwealth’s Attorney’s Office’s <br />for Victim Witness Program. <br /> <br />Background: <br /> <br /> In 1984, the General Assembly created the victim/witness grant program and <br />designated the Virginia Department of Criminal Justice Services (DCJS) as the <br />administering agency. The Victims of Crime Act (VOCA), passed by Congress in 1984, <br />established a crime victims fund and authorized the Director of the Office for Victims of <br />Crime to make annual VOCA victim assistance and compensation grants to states. <br />Currently, DCJS is using federal VOCA funds, as well as state Special Funds and General <br /> <br />Funds to support Victim/Witness Programs. <br /> <br /> The purpose of the funds is to provide financial support to local victim/witness <br />programs and statewide victim assistance programs designed to provide direct services, <br /> <br />information, and assistance required by Virginia’s Crime Victim and Witness Rights Act. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
