August 27, 2019 <br /> <br />FY20 Total Cooperative Budget:$ 3,365,465.82 <br />FY20 State GF Allocation:$ 2,062,694.00 <br />FY20 City Adopted Budget: *$ 1,356,197.00 <br />*EVMS/OB Pass Thru Funds; <br />invoiced by District - City remits <br />payment directly to EVMS <br />$ 101,000.00 <br />Local General Fund to PHD:$ 1,255,197.00 <br />FY20 LGA Local Match Funds - <br />38.71% Obligation <br />$ 1,302,771.82 <br />Deficit: Local Match Adjustment $ (47,574.82) <br /> <br /> <br /> <br /> Therefore, the Portsmouth Health Department is requesting that the City <br />appropriate additional funds to the Local Share contribution in the FY 2020 City Budget. <br /> <br /> The increased appropriation will be funded from an estimated local refund of <br />$51,321 that will be returned from the Commonwealth to the City in October/November. <br /> <br /> The Portsmouth Health Department focuses on maintaining its viability in our <br />community. Therefore, these funds are essential to insuring services are available to the <br />citizenry. <br /> <br /> The County Health Ranking for Virginia ranked Portsmouth 121 out of 133 <br />localities. It is evident that not only maintaining existing services but expanding <br />engagement, education, and services are imperative to improving health outcomes in <br />Portsmouth. <br /> <br />Financial Impact: <br /> <br /> The City’s FY 2020 local share obligation is increasing by $47,574.82. The <br />increase will be paid from a $51,321 refund of the City’s FY 2019 local share obligation <br /> <br />that will received from the State this fall. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A REFUND OF THE CITY’S FY 2019 LOCAL SHARE <br />PAYMENT FROM THE VIRGINIA DEPARTMENT OF HEALTH IN THE AMOUNT OF <br />$51,321 AND APPROPRIATING SAID AMOUNT IN THE CONTRACTUAL OTHER – <br />HEALTH DEPARTMENT LINE ITEM OF THE FY 2020 GENERAL FUND BUDGET FOR <br />THE PURPOSE OF FUNDING A PORTION OF THE CITY’S FY 2020 LOCAL SHARE <br />OBLIGATION FOR THE OPERATION OF THE HEALTH DEPARTMENT.” <br /> <br />Ayes: Battle, Clark, Glover, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 309 - Adoption of an ordinance (1) accepting a Port Security Grant in the <br />amount of $158,625 from the Department of Homeland Security/Federal Emergency <br />Management Agency and appropriating said amount in the FY 2020 Grants Fund <br />for use by the Portsmouth Police Department; and (2) appropriating and <br />transferring $52,875 from the Asset Forfeiture Special Revenue Fund to the FY 2020 <br />Grants Fund to serve as the required local match for the said grant. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
