August 27, 2019 <br /> <br />Discussion: <br /> <br /> The Commonwealth Attorney’s Office is receiving a grant totaling $552,761 from <br />DCJS for continuation of the Victim Witness Program. <br /> <br /> The Commonwealth Attorney’s Office has received this funding for over 20 years <br />to provide comprehensive information and direct services to crime victims and witnesses. <br /> <br /> Positions funded under this grant are contingent upon the funding level; therefore, <br /> <br />employees are hired based on the availability of grant funds. <br /> <br /> It is estimated that this program will serve more than 1,400 victims annually. <br /> <br />Financial Impact: <br /> <br /> <br />There is no cash match required by the City. <br /> <br />Recommended Action: <br /> <br /> <br />Adoption of ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustment. In <br />addition, the Commonwealth’s Attorney’s Office will have oversight of the Victim Witness <br />Program focusing on serving victims of crime in our city. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $552,761 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING <br />SAID SUM IN THE FY 2020 GRANTS FUND FOR USE BY THE COMMONWEALTH’S <br />ATTORNEY’S OFFICE FOR THE VICTIM WITNESS PROGRAM.” <br /> <br />Ayes: Battle, Clark, Glover, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 311 - Adoption of an ordinance: (1) accepting three grants from the Virginia <br />Department of Conservation and Recreation in the total amount of $50,000 for the <br />performance of a spillway capacity analysis for Lake Meade Dam; (2) appropriating <br />the said $50,000 in the Dam Upgrades Project in the FY 2020 Public Utilities Capital <br />Improvement Program Fund; and (3) decreasing the bond proceeds revenue <br />source in the Dam Upgrades Project in the FY 2020 Public Utilities Capital <br />Improvement Fund by $50,000. <br /> <br />Background: <br /> <br /> <br /> The City has obtained three grants in the total amount of $50,000 from the Virginia <br />Department of Conservation and Recreation. <br /> <br /> The project funding shall be utilized for the development of an Alternative Analysis <br />for Spillway Capacity and Stability for Lake Meade Dam (Inventory No. 800013), to be <br />approved by the Department as meeting all standards of the Virginia Soil and Water <br />Conservation Board’s Virginia Impounding Structure regulations (4VAC50-20). <br /> <br />Discussion: <br /> <br /> The grant funds shall be disbursed on a reimbursement basis only. <br /> <br /> All projects are required to commence and be completed within the twelve months <br />following the issuance of a signed agreement. <br /> <br />Financial Impact: <br /> <br /> <br /> Acceptance of this grant will change the funding source for $50,000 of the <br />budgeted expenses in the CIP Dam Upgrades Project from bond funds to grant funds. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
