August 27, 2019 <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget amendment. <br /> <br /> The Public Utilities Director or her designee will provide grant management and <br />oversight. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE: (1) ACCEPTING THREE GRANTS FROM THE VIRGINIA <br />DEPARTMENT OF CONSERVATION AND RECREATION IN THE TOTAL AMOUNT <br />OF $50,000 FOR THE PERFORMANCE OF A SPILLWAY CAPACITY ANALYSIS FOR <br />LAKE MEADE DAM; (2) APPROPRIATING THE SAID $50,000 IN THE DAM <br />UPGRADES PROJECT IN THE FY 2020 PUBLIC UTILITIES CAPITAL IMPROVEMENT <br />PROGRAM FUND; AND (3) DECREASING THE BOND PROCEEDS REVENUE <br />SOURCE IN THE DAM UPGRADES PROJECT IN THE FY 2020 PUBLIC UTILITIES <br />CAPITAL IMPROVEMENT FUND BY $50,000.” <br /> <br />Ayes: Battle, Clark, Glover, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 312 - Adoption of an ordinance (1) establishing a new project in the FY 2020 <br />Capital Improvement Fund known as the City Hall Relocation Project and (2) <br />appropriating and transferring the sum of $475,000 in interest savings from the <br />Debt Service Fund Balance to the City Hall Relocation Project. <br /> <br />Motion by Mr. Glover, and seconded by Mr. Battle, to defer Item 19-312 to the <br />September 10, 2019 City Council Meeting, and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Psimas, Rowe <br />Nays: Moody <br /> <br />19 - 313 - Adoption of an ordinance accepting Adoption and Legal Guardianship <br />Incentive Payments Program funding from the Virginia Department of Social <br />Services in the amount of $5,000 and appropriating said amount in the FY 2020 <br />Social Services Fund to encourage and support adoption and legal guardianship. <br /> <br />Background: <br /> <br /> The Adoption and Legal Guardianship Incentive Payments program recognizes <br />states for improved performance in helping children and youth in foster care find <br />permanent homes through adoption and legal guardianship. <br /> <br /> Each Local Department of Social Services can request funds up to $5,000 to <br /> <br />support adoption and post adoption services. <br /> <br />Discussion: <br /> <br /> The Portsmouth Department of Social Services may utilize these funds in the areas <br />of <br /> Purchase of educational training materials for adoptive families and prospective <br />o <br />adoptive families or to establish an LDSS library with pamphlets, books, and videos; <br /> Support of Adoption Month activities, such as advertisements to recruit foster and <br />o <br />adoptive families, gifts for adoptive families, celebrations of finalized adoptions with an <br />emphasis on pre-adolescent adoptions and older child adoptions; <br /> Purchase of services toward a credentialed speaker who specializes in post <br />o <br />adoption services; or <br /> Creation of a post adoption support group for adoptees or adoptive parents. <br />o <br /> <br /> These funds assist in achieving timely permanency via adoption and supporting <br /> <br />adoptive families through post adoption services. <br /> <br />Financial Impact: <br /> <br /> This funding does not require a local match. <br /> <br /> <br /> <br /> <br /> <br /> <br />
